Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: October 29, 2002 RE: Request for Reflective Dish on Ivar Avenue at Marshall Street — Follow -up on Proposed Red Curb At the October 3, 2002 Traffic Commission meeting, the Traffic Commission recommended the installation of two sections of 20 feet of red curb on Marshall Street east and west of Ivar Avenue. This recommendation was made to increase visibility of traffic on Marshall Street for stopped vehicles on southbound Ivar Avenue. Due to the fact that this red curb reduces on street parking availability for the residents on these corners, City Administrative staff has requested the Traffic Commission hear this item again with notification being given to the residents affected. Staff has invited the residents in the vicinity of Ivar Avenue and Marshall Street to comment on the proposed installation of 20 feet of red curb. As staff discussed during our last meeting, parking in front of these properties will still be possible. Exhibit A Revised identifies the proposed 20 feet of red curb and the length of curb available for parking in front of 8851 (45 feet) and 8905 (37 feet) Marshall Street. RECOMMENDATION The Traffic Commission recommended the installation of two sections of 20 feet of red curb on Marshall Street east and west of Ivar Avenue as identified in Exhibit A Revised. Mr. Valeriano has indicated there appears to be more red curb in front of his business than any others in this block. CONDITIONS Exhibit A depicts the marked parking stalls and red curb in front of 9126 Valley Boulevard. DISCUSSION Staff has reviewed the marked parking stalls on Valley Boulevard between Rosemead Boulevard and Hart Avenue in the past. Revisions have been made to better accommodate the businesses needs and continue to provide visibility from the driveways. Field observations on Valley Boulevard indicate there are several similar on- street parking situations between Rosemead Boulevard and Hart Avenue. Between driveways, there is generally 1 to 3 marked parking spaces with red curb provided at the driveways. As depicted in Exhibit A, there are two parking stalls marked in front of 9126 Valley Boulevard. There is an existing fire hydrant at the driveway access to 9126 Valley Boulevard. This driveway accesses the parking lot on site that provides approximately 10 parking stalls for the business. This parking lot also has access onto Steele Street. Mr. Valeriano is requesting additional parking spaces in front of his business. However, directly in front of his business is the existing fire hydrant with red curb. November 7, 2002 Traffic Commission Meeting Request for Review of Parking on South side of - Valley Boulevard between Rosemead Boulevard and Hart Avenue Page 2 of 2 The California Vehicle Code (CVC) does not permit parking within 15 feet of a fire hydrant. Therefore, additional parking is not possible at this location. RECOMMENDATION Based on field observations and the location of the existing fire hydrant, no additional parking is recommended at 9126 Valley Boulevard.
