APPROVAL OF MINUTES It was moved by Commissioner Matsdorf, seconded by Commissioner Quintanilla, and carried unanimously to approve the minutes for December 5, 2002. II. ORAL COMMUNICATIONS FROM THE AUDIENCE - NONE III. OLD BUSINESS - NONE IV. NEW BUSINESS A. REQUEST FOR BUS LOADING AND UNLOADING ZONE ON LOWER AZUSA ROAD FROM ROSEMEAD HIGH SCHOOL Joanne Itagaki presented the staff report. RECOMMENDATION: The installation of 40 feet of red curb with "Bus Zone" markings was recommended. This red curb should begin at the gate to Rosemead High School on Lower Azusa Road and extend westerly. It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf, and carried unanimously to approve the Traffic Engineer's recommendation. V. STAFF REPORTS Deputy Traffic Engineer Itagaki updated the Commission on the status of the Rosemead Place Shopping Center Traffic Study at the December 2nd, City Council meeting. Deputy Traffic Engineer Itagaki stated that the City Council approved the installation of a three -way stop sign at Marshall and Hart. They will continue the trimming and pruning of the trees and bushes on Marshall and there will also be selective enforcement to reduce speeding. In addition, there will be the installation of split phase for each westbound Marshall and Rosemead, which includes re- striping to provide additional left -turn capacity. There will also be a modified traffic study that will be conducted after the center is fully leased. This study will look at the impacts on Marshall Avenue between Park and Rosemead Boulevard, this will include turn restrictions from the driveways and a possible installation of a traffic signal. Commissioner Knapp stated that she attended the City Council Meeting and was pleased that they approved the stop sign, which seems to be working and to see City staff at the location evaluating the trimming of the trees /bushes. Planning Director Brad Johnson stated that the City Council and the Traffic Commission both requested the motor units to report along that strip, along with the stop sign being installed. The first week 16 citations were issued, the second week there were only 5 citations issued, and doesn't appear to be a speeding problem at this location. VI. COMMISSIONER REPORTS Commissioner Knapp inquired about the "Keep Clear' sign at Hellman and Rockhold. Deputy Traffic Engineer Itagaki stated that the sign will be installed along with the installation of the traffic signal. Commissioner Knapp inquired about the potholes on Rosemead Boulevard, and asked if they were due to be repaired soon. Deputy Traffic Engineer Itagaki stated that after the holidays, Traffic Engineer Ken Rukavina requested that Cal -trans fill -in the potholes. Commissioner Quintanilla asked staff to look at the timing of the green arrow at Marshall and Rosemead Boulevard, he feels it is too short. Deputy Traffic Engineer Itagaki stated that she will send a letter to Cal -trans requesting them to look at the timing at this location. Commissioner Knapp inquired about the latest news on the Wal -Mart. Planning Director Johnson gave a brief update on the status of the Wal -Mart proposal. Commissioner Quintanilla asked about the property of the old Toys R Us. Planning Director Johnson stated that staff has not meet with the developers in a couple months, they seem to have a problem marketing the property, because of the type of retailers the City wants there. VII. ADTOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:25 p.m., the next regularly scheduled meeting is set for February 6, 2003. MEMORANDUM TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSION FROM: BRAD JOHNSON, PLANNING DIRECTOR DATE: FEBRUARY 6, 2003 SUBJECT: REORGANIZATION PROCEDURES The following procedure is suggested for reorganization of the Commission: 1. The incumbent chairperson turns the meeting over to the City staff representative for nomination and election of the new chairman. 2. The City staff representative calls for nominations. No seconds are required for nominations. 3. When no further nominations are heard, the City staff representative declares the nominations closed. 4. If there is only one nominee, a motion of his /her election may be entertained. 5. If there is more than one nomination, then the Secretary will call a roll call vote. Commissioners should respond with the name of the nominee they vote for. 6. The candidate polling a majority is the new chairperson. The newly- elected chairman assumes the chair, then opens nominations for vice - chairperson. Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION n� FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY (J�' DATE: January 27, 2003 RE: Request for Stop Sign at the Intersection of Garvalia Avenue and Evelyn Avenue REQUEST Mr. Gilbert Almanzan, 2517 Evelyn Avenue, has requested the installation of a stop sign at the intersection of Garvalia Avenue and Evelyn Avenue. Mr. Almanzan's letter is attached. He indicates that drivers speed through the street geometrics of this T- intersection and run onto the sidewalks and curbs. CONDITIONS Garvalia Avenue is a 36 -foot wide east/west residential roadway with no striping on the street in the vicinity of Evelyn Avenue. The prima facie speed limit on Garvalia Avenue is 25 mph. Evelyn Avenue is a 36 -foot wide north /south residential roadway. There are no stripes or pavement marking on Evelyn Avenue in the vicinity of Garvalia Avenue. Evelyn Avenue intersects the eastern terminus of Garvalia Avenue to form a T- intersection. The prima facie speed limit is 25 mph on Evelyn Avenue. Exhibit A depicts the general conditions at the subject intersection. DATA The reported collision history of the intersection of Garvalia Avenue and Evelyn Avenue was reviewed for the period from January 1, 1999 through December 31, 2001. A review was also made of reported collisions on Evelyn Avenue at Wasola Street and Van Dorf Street. During this three -year period, one collision was reported at the intersection of Evelyn Avenue and Wasola Street and is summarized below: Location & Description PCF' Date, Time & Day Evelyn at Wasola None stated 12/5/00, 2:55 pm, & Southbound vehicle proceeding (Brakes) Tuesday straight hit a fixed object. *PCF = Primary Collision Factor February 6, 2003 Traffic Commission Meeting Request for Stop Sign at the Intersection of Garvalia Avenue and Evelyn Avenue Page 2 of 2 Twenty -four hour approach counts were taken on Garvalia Avenue and Evelyn Avenue. These counts identified the following: Garvalia Avenue Approach Volume AM Peak ' PM Peak Eastbound 368 50 (7:45) 38 (3:15) Evelyn Avenue Northbound 145 19 (7:45) 13 (5:00) Southbound 347 19 (8:00) 38 (7:45) DISCUSSION The intersection of Garvalia Avenue and Evelyn Avenue forms a T- intersection. Section 21800(b)(1) of the California Vehicle Code (CVC) governs the right -of- way at this type of intersection. The CVC states "the driver of any vehicle on a terminating highway shall yield the right -of -way to any vehicle on the intersecting continuing highway." This would mean the vehicles on Garvalia Avenue shall yield the right -of -way to vehicles on Evelyn Avenue. The reported collision history in the 3 -year period reviewed identified only one collision in the vicinity of Garvalia Avenue and Evelyn Avenue. This would be considered a favorable collision history. This collision does appear to fall into the category in which Mr. Almanzan would consider as running onto the sidewalk or curb. However, this reported collision did not have any reported injuries and appears the vehicle had mechanical problems with its brakes. Peak hour volume counts on Garvalia Avenue and Evelyn Avenue indicated existing intersection volumes are well below the 500 vehicles per hour required to meet the volume warrant for a multi -way "Stop" control. The combined vehicle volume on both streets during the eight highest hours averaged only 56 vehicles per hour. RECOMMENDATION The installation of a stop sign at the intersection of Garvalia Avenue and Evelyn Avenue is not recommended at this time. Being a homeowner and residing in the city since 1973, there have been various street and sidewalk improvements during this time that improved property values and encourage homeowners to improve their property, neighborhoods, and have civic pride. One thing lacking in our neighborhood has been the safety of this particular intersection_ In short, because of the street layout (T- Horseshoe intersection) many drivers tend to speed thru the curves created by this type of intersection, and hence, over - running the street and unto the sidewalks and curbs. Through all these years it has been pure luck that no one has been !tilled. Though I should have presented this situation to your predecessors, l feel it is still necessary to correct the situation. Where traffic signals are warranted and urgently needed, the multi -way ,STOP may be an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installation. Satisfied: Yes No 2. An accident problem, as indicated by five or more reported accidents within a 12 month period of a type susceptible to correction by a multi -way STOP installation. Such accidents include right- and left -turn collisions as well as right -angle collisions. Satisfied: Yes No 3.
