I. APPROVAL OF MINUTES
It was moved by Commissioner Knapp, seconded by Commissioner Quintanilla,
and carried unanimously to approve the minutes for January 9, 2003.

II. REORGANIZATION OF THE ROSEMEAD TRAFFIC COMMISSION
Due to the absence of Commissioners Ruiz and Matsdorf, this item was deferred
until March, 2003.

V. NEW BUSINESS
A. REQUEST FOR STOP SIGN AT THE INTERSECTION OF GARVALIA
AVENUE AND EVELYN AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION:
The installation of a stop sign at the location of Garvalia Avenue and Evelyn
Avenue is not recommended at this time.
Chairman Baffo inquired about yield signs being installed at Garvalia to Evelyn.
Deputy Traffic Engineer Itagaki stated that she does not feel it is needed, because
of the low volume of traffic at this location.
It was moved by Commissioner Knapp, seconded by Commissioner Quintanilla,
and carried unanimously to approve the Traffic Engineer's recommendation.

. VI. STAFF REPORTS
Deputy Traffic Engineer Itagaki stated that the City Council approved the
installation of the red curb on Lower Azusa at the January 28w City Council
Meeting. ,
Deputy Traffic Engineer Itagaki also stated that the Scot Yotsuya, Director of
Administratide Services requested that the Commission attend a special
workshop as it relates to specific Rules of Order.

VII. COMMISSIONER REPORTS
Deputy Izell stated that there has been 1 fatal accident in Rosemead
involving pedestrians at Rosemead and Bentel.
Commissioner Knapp stated that the median on San Gabriel (under the 10
freeway), on our side appears to have a lot weeds growing that need to be taken
care of.
Commissioner Knapp also stated that traffic from Countrywide (on Walnut
Grove) seems to be much better.
Planning Director Brad Johnson stated that Countrywide is working with the
City and have been leasing parking spaces from the mall and shuttling their
employees back and forth.
Chairman Baffo and Commissioner Knapp asked for an update on the Wal -Mart
situation.
Planning Director Brad Johnson gave a brief update on the Wal -Mart proposal.
Commissioner Quintanilla asked staff to look at the timing of the signal at
Mission /Rio Hondo and Valley, which seems to still be off its cycle.
Commissioner Knapp also invited everyone to attend People for People's 1s
Fundraiser at the Baptist Church on February 21 The tickets are being sold for
$10.00.
Planning Director Brad Johnson informed the Commission that Jessica Wilkinson
has accepted a position with the City of Costa Mesa and today was her last day.
The Traffic Commission sent her well wishes!
VIII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:34 p.m., with 3 people in the audience. The next regularly
scheduled meeting is set for Thursday, March 6, 2003.

SUBJECT: REORGANIZATION PROCEDURES
The following procedure is suggested for reorganization of the Commission:
1. The incumbent chairperson turns the meeting over to the City staff
representative for nomination and election of the new chairman.
2.- The City staff representative calls for nominations. No seconds are required for
nominations.
3. When no further nominations are heard, the City staff representative'declares
the nominations closed.
4. If there is only one nominee, a motion of his /her election may be entertained.
5. If there is more than one nomination, then the Secretary will call a roll call vote.
Commissioners should respond with the name of the nominee they vote for.
6. The candidate polling a majority is the new chairperson.
7. The newly - elected chairman assumes the chair, then opens nominations for vice -
chairperson.

RE: Request for Removal of Parking Restrictions on Hellman
- Avenue in the Vicinity of Prospect Avenue
REQUEST
Ms. Gloria Martinez, 7529 E. Hellman Avenue, #7; has requested (letter
attached) the removal of parking on the north side of Hellman Avenue in the
vicinity of her apartment complex. Ms. Martinez indicates her complex allows for
one vehicle per apartment to park in the complex's parking structure. As such,
several tenants must park additional vehicles on Hellman Avenue or the
neighboring streets. There is existing red curb on the north side of Hellman
Avenue which Ms. Martinez would like removed to allow parking.
CONDITIONS
Hellman Avenue is a 40 -foot wide collector roadway with one lane of traffic in
both directions separated by a double yellow centerline. In front of 7529 Hellman
Avenue, parking for approximately one vehicle exists. The remaining curb area
is painted red.
Exhibit 1 depicts existing conditions on Hellman Avenue at 7529 Hellman
Avenue. (Exhibit 1 will be available at the Traffic Commission meeting).
DATA
The reported collision history on Hellman Avenue west of. Prospect Avenue was
reviewed for the period from January 1, 1999 through December 31, 2001. This
collision history revealed 3 reported collisions summarized on the following page.

DISCUSSION
Field observation of the parking restrictions on the north side of Hellman Avenue
in the vicinity of Prospect Avenue was made during the late morning hours. The
available parking directly in front of 7529 Hellman Avenue was available.
However, the available parking east of this space was occupied.
There is approximately 60 feet of frontage for 7529 Hellman Avenue. However,
only 20 feet is available for parking. The remaining 40 feet is restricted with red
curb.
Immediately east of the driveway of 7529 Hellman Avenue, there is existing red
curb to the next driveway. This red curb is primarily for the existing fire hydrant
at the location. The distance between driveways does not allow for sufficient
parking space with the fire hydrant.
The existing red curb on the north side of Hellman Avenue appears to have been
a result of the crosswalk once existing on Hellman Avenue at the medical facility.
Since that crosswalk was removed, a private residential complex at 7501 -7523
Hellman Avenue was developed and has benefited from the additional visibility
the red curb provides. The existing length of red curb, however, could be
reduced without compromising the visibility from the residential complex.

RECOMMENDATION
Based on the field observation, approximately 40 feet of red curb could be
removed from the north side of Hellman Avenue in front of 7529 ;Hellman
Avenue. This recommended removal is shown on Exhibit 1.
