I. APPROVAL OF MINUTES
It was moved by Commissioner Baffo, seconded by Commissioner Matsdorf, and
carried unanimously to approve the minutes for March 6, 2003.
II. ORAL COMMUNICATIONS FROM THE AUDIENCE

Ms. Gunther stated that the "No Parking" signs on Nevada Street are in bad
condition, can't be read and need to be replaced.

REQUEST FOR ADDITIONAL TRUCK SIGNAGE FOR RESTRICTIONS ON
LOFTUS DRIVE
Traffic Engineering Deputy Itagaki presented the staff report.
RECOMMENDATION:
The installation of R20B (mod.) signs on Temple City Boulevard south of Loftus
Drive is recommended. This R20B (mod.) sign would be a "No Truck" symbol
with an "over 3 tons on Loftus Drive" restriction.
The intersection of Loftus Drive and Baldwin Avenue is not within the City of
Rosemead's boundaries. However, with the Traffic Commissions approval, staff
will write a letter to the City of El Monte requesting they consider additional no
truck signs on Baldwin Avenue.
It was moved by Commissioner Matsdorf, seconded by Commissioner Baffo, and
carried unanimously to approve the Traffic Engineer's recommendation.

VI. COMMISSIONER REPORTS
Chairperson Knapp invited everyone to attend the Easter Egg Hunt at her
Church on Graves Avenue.
Chairperson Knapp also invited everyone to attend the Spaghetti Dinner
sponsored by People for People on April 25 Tickets are now on sale!
VII. ADTOURNMENT
There being no further business to come before the Commission, the meeting was

SUBJECT: Request for Parking Restrictions on Muscatel Avenue North of
Edmond Drive
REQUEST
Mr. Frank Lucarelli, 8663 Edmond Drive, has requested the installation of parking
restrictions on Muscatel Avenue north of Edmond Drive (letter attached). Mr.
Lucarelli indicated he recently had a collision at the intersection in which he felt
the vehicles parked on the westside of Muscatel Avenue north of Edmond Drive .
made visibility of traffic difficult.
CONDITIONS
Muscatel Avenue is a 40 -foot wide north /south secondary arterial roadway with
centerline striping. North of Edmond Drive, the striping is a double yellow
centerline. South of Edmond Drive, the striping is a single yellow skip striping.
On- street parking is allowed on both sides of the street except during street
sweeping times. The posted speed limit on Muscatel Avenue is 30 -mph.
Edmond Drive is a 36 -foot wide east/west residential roadway with no striping in
the vicinity of Muscatel Avenue. Edmond Drive is stop controlled at its "T"
intersection with Muscatel Avenue. There are no sidewalks on either side of
Edmond Drive. Curbside parking is minimal to moderate throughout the day. The
prima facie speed limit is 25 mph.
Exhibit A depicts conditions on the northwest corner of this intersection.
DATA
The reported accident history at and within 100 feet of the intersection of
Edmond Drive and Muscatel Avenue was reviewed for the period from January 1,
1999 through December 31, 2001. There were no reported collisions at the
intersection during this period.

Twenty -four hour directional traffic volume counts were taken in 2000 in the
vicinity of Edmond. Drive and Muscatel Avenue. The 24 -hour volume is
summarized below:
Edmond Drive
Eastbound: 629
Westbound: 649
Total: 1,278
Muscatel Avenue
Northbound: 2,781
Southbound: 3,039
Total: 5,820
DISCUSSION
Field observation of the intersection was made during the late morning hours.
There were no vehicles parked on the westside of Muscatel Avenue north of
Edmond Drive. Driveway access to 4403 Muscatel Avenue, the northwest corner
lot, is located on Edmond Drive.
The favorable collision history does not appear to support a change in the
parking restrictions on Muscatel Avenue. With no reported collisions in a 3 year
period, motorists demonstrate they are traveling through the intersection with due
care.
RECOMMENDATION
The installation of parking restrictions on Muscatel Avenue north of Edmond
Drive is not recommended at this time.
