March 4, 2004
A regular meeting of the Rosemead Traffic Commission was called to order by
Chairperson Knapp at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard,
Rosemead.

I. APPROVAL OF MINUTES
It was moved by Commissioner Matsdorf, seconded by Commissioner Baffo, and
carried unanimously to approve the minutes for February 5, 2004.

III. OLD BUSINESS
A. REQUEST FOR ANALYSIS OF TRAFFIC IN THE ALLEY EAST OF
DEL MAR AVENUE BETWEEN HELLMAN AVENUE AND HERSHEY
STREET
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION
Based on the additional field observations, there were no vehicles observed
using the alley as a "cut- through" route. Therefore, there is little benefit to
creating a one -way alley. Selective enforcement of speeds in the alley is .
recommended at this time.
It was moved by Commissioner Baffo, seconded by Commissioner Benjamin, and
carried unanimously to approve the Traffic Engineers recommendation. I .
IV. NEW BUSINESS
A.
RED CURB
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION
It was recommended that red curb be installed on the east side of New Avenue
between Newmark Avenue and Fern Avenue. It was further recommended that
a double yellow centerline be installed to direct vehicles away from the left turn
lane.
Commissioner Benjamin asked if the truck was not there, would there still be a
need for the red curb.
Deputy Traffic Engineer Itagaki stated that there is a restriction that states no
vehicle over 6' feet in height, can park within 100 feet of the intersection.
Commissioner Benjamin felt that a better alternati ve to the red curb would be to
restrict vehicles over 6 ft. in height from parking so many feet from an
intersection.
It was moved by Commissioner Benjamin, seconded by Commissioner Baffo, and
carried unanimously to install a sign that restricts vehicles over 6 ft. in height
from parking within so many feet from an intersection and installing the double
yellow centerline.
B. REQUEST FOR "DO NOT BLOCK INTERSECTION" SIGNS ON
GARVEY AVENUE AT STINGLE AVENUE
Deputy Traffic Engineer. Itagaki presented the staff report.
RECOMMENDATION
Based on the reported collision history and the field observations of the
intersection, the installation of a "Do Not Block Intersection" sign and "KEEP
CLEAR" pavement markings is recommended for eastbound Garvey Avenue at
Stingle Avenue. There are no recommended changes to traffic controls for
eastbound left turns on Garvey Avenue at Stingle Avenue.
It was moved by Commissioner Matsdorf, seconded by Commissioner
Baffo, and carried unanimously to approve the Traffic Engineer's
recommendation.
Chairperson Knapp recommended that staff send Mr. Leonard Hernandez
a letter informing him of their actions tonight, and to let him know when
this item will come before the City Council.
C. REQUEST FOR RED CURB ON THE NORTH SIDE OF MARSHALL
STREET EAST OF EARLE AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
RECOMMENDATION
The installation of red curb on the north side of Marshall Street east of Earle
Avenue is not recommended at this time. The favorable collision history and
field observation of the location supports this recommendation.
It was moved by Commissioner Baffo, seconded by Commissioner Benjamin, and
carried unanimously to approve the Traffic Engineer's recommendation.
V. STAFF REPORTS - None
VI. COMMISSIONER REPORTS
Commissioner Matsdorf thanked staff for their great and professional job on the
staff reports. Commissioner Baffo seconded that comment.
Commissioner Quintanilla asked staff to look at the sensors at the 5 -point
intersection of Rio Hondo /Mission /Valley.
Assistant City Manager Wagner agreed with Commissioner Quintanilla's
observation at the above location.
Commissioner Benjamin stated that the City of Rosemead shares streets with
other cities, and was wondering what kind of cooperation we were getting from
cities such as, Monterey Park, San Gabriel, etc.
Assistant City Manager Wagner stated that there have been no problems with
other cities. In addition, we get a lot of support from Supervisor, Gloria Molina's
office.
Chairperson Knapp stated that at Garvey and Earle there seems to be a lot of
commercial vans from the Dollar Rent -A -Car that are parked on Earle Street
very close to each other.
Assistant City Manager Wagner stated that he will have Milan Mrakich stop and
speak to the business owner regarding the commercial vans.
Commissioner Knapp asked staff to look at a "Keep Clear" sign on Dubonnet as
it fronts Marshall.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:51 p.m., with 7 people in the audience.

RE: Request for Truck Parking Restrictions on the West Side of
Walnut Grove Avenue north of Norwood Place
REQUEST
A letter, attached, was received from Yvonne Nguyen, 8561 Norwood Place, for
parking restrictions adjacent to the driveway access of 8561 Norwood Place.
The driveway access is on Walnut Grove Avenue approximately 200 feet north of
Norwood Place. Ms. Nguyen indicates that large trucks often park adjacent to
the driveway and block visibility of vehicles on Walnut Grove Avenue.
A petition was received in January regarding this same request. The residents of
Norwood Place signed this petition to limit on- street parking on Walnut Grove
Avenue with "No Parking 7 to 10 AM and 4 to 7 PM Monday - Friday ". The
petition specifically states there is a "big truck parking on the right side" blocking
visibility.
During the February Traffic Commission meeting, this item was briefly discussed.
However, because staff was unable to make contact with Ms. Nguyen regarding
the request it was decided to bring the item back at a future date. Since then, we
have received Ms. Nguyen's letter explaining her request.
CONDITIONS
An exhibit of the parking conditions adjacent to 8561 Norwood Place along
Walnut Grove Avenue will be available at the Traffic Commission meeting.
DISCUSSION -
Field observations of 8561 Norwood Place were made at during the mid morning
hours of the day. There were no trucks observed parking in the area of 8561
Norwood Place.
Ms. Nguyen and the submitted petition request the installation of "No Parking or
2 Hour Parking from 7:00 - 10:00 AM and 4:00 - 7:00 PM.Monday to Friday ".
The parking that would be affected by this restriction is directly adjacent to 8561
Norwood Place on Walnut Grove Avenue. There is a multi -unit residential

complex north of 8561 Norwood Place. The proposed parking restrictions would
not be placed in front of that property.
The 2 hour parking restriction is not appropriate for the proposed time limits.
Technically, a vehicle could park beginning at 8:00 AM and continue to park until
after 10:00 AM. Therefore, a more appropriate restriction would be no parking
during the peak hours.
RECOMMENDATION
It is recommended that "No Parking 7:00 — 10:00 AM and 4:00 -7:00 PM Monday
through Friday" be installed on Walnut Grove Avenue adjacent to 8561 Norwood
Place. Exhibit A depicts this recommendation.

RE: Request for Removal of Red Curb at 3954 Rio Hondo Avenue
REQUEST
At its February 5, 2004 meeting the Traffic Commission received a verbal request
from the owner of 3954 Rio Hondo Avenue to remove the red curb in front of his
property. The owner's name, based on assessor records, is Tung Cong Giai.
Mr. Giai has indicated that he does not see why the red curb in needed. He also
brought pictures of similar locations in the City where red curb is not present.
These pictures will be available at the Traffic Commission meeting.
CONDITIONS
Rio Hondo Avenue is a 40 foot wide north /south roadway with yellow centerline
skip striping separating opposing traffic. Parking is allowed on both sides of Rio
Hondo Avenue.
In front of 3954 Rio Hondo Avenue is approximately 50 feet of curb frontage.
This 50 feet extends from the property line to the alley north of 3954 Rio Hondo
Avenue. This entire frontage is painted red. The,red curb exists on both sides of
Rio Hondo Avenue from Valley Boulevard to 3854 Rio Hondo Avenue.
The garage for 3954 Rio Hondo Avenue has access from the alley north of the
property. There is no driveway access on Rio Hondo Avenue.
A sketch of the existing conditions in front of 3954 Rio Hondo Avenue will be
available at the Traffic Commission meeting.
DISCUSSION
Field observation of 3954 Rio Hondo Avenue was made during the early
afternoon. There were no vehicles parked on Rio Hondo Avenue between
Mission Drive and Steele Street during this observation. The red curb on Rio
Hondo Avenue exists on both sides of the street from Valley Boulevard to 3954
Rio Hondo Avenue.

The exact purpose for the existing red curb is unknown. Possibly the red curb
was installed in association with the commercial businesses fronting on Valley
Boulevard and the need to provide clear access of the driveways and the alley.
- At this time, there does not appear to be a need for the red curb especially in
front of 3954 Rio Hondo Avenue. However, to keep adequate visibility for
vehicles exiting the alley, 10 feet of red curb should remain.
RECOMMENDATION
It is recommended that 40 feet of red curb be removed in front of 3954 Rio
Hondo Avenue. Ten feet of red curb should remain from the alley and extending
south. `

RE: Request to Shorten an Existing 20 minute Parking Zone to 15
minutes at 7951 — 7953 Garvey Avenue
REQUEST
A letter, attached, was received from the business owners of 7951 7953
Garvey Avenue requesting a change in the time limit parking in front of their
businesses. The letter states the existing 20 minute parking zone is not readily
enforced and they would like to reduce the time limit to 15 minutes.
The parking restrictions in front of 7951 — 7953 Garvey Avenue include "Tuesday
to Friday 2 AM — 6 AM Street Sweeping ", "2 Hour Parking 7 AM — 6 PM Except
Tuesdays, Fridays and Sundays" and "20 Minute Parking Tuesday and Friday ".
An exhibit will be available at the Traffic Commission meeting depicting the
location of these signs.
DISCUSSION
Field observations of 7951 — 7953 Garvey Avenue were made at different times
throughout the day. Parking in front of the businesses was not always occupied.
However, the auto auction adjacent to the businesses often attracts hundreds of
vehicles that park on Garvey Avenue and throughout the neighborhood.
The business owners indicate that enforcement of the parking restrictions does
not always occur. Reducing the time limit to 15 minutes will not correct the need
for enforcement. -
RECOMMENDATION
It is recommended. that City parking control officers be directed to conduct
selective enforcement of the parking restrictions in front of 7951 — 7953 Garvey
Avenue.

RE: Request for "No Right Turn on Red" Restrictions for
Southbound San Gabriel Boulevard at Walnut Grove Avenue
REQUEST ,.
City staff received a request from the Sheriffs Department for the installation of
"No Right Turn on Red" signs for southbound San Gabriel Boulevard at Walnut
Grove Avenue. This would be for southbound vehicles wanting to turn right into
the driveway of the gas station at the intersection of San Gabriel Boulevard and
Walnut Grove Avenue. The Sheriffs Department has indicated that vehicles
often execute this turn when vehicles on Walnut Grove Avenue are entering the
intersection.
CONDITIONS
An exhibit of the conditions of the intersection of San Gabriel Boulevard and
Walnut Grove Avenue will be available at the Traffic Commission meeting..
DISCUSSION
Field observations of the intersection of San Gabriel Boulevard and Walnut
Grove Avenue indicated the driveway to the gas station is directly opposite
Walnut Grove Avenue. The driveway is approximately 50 feet beyond the
crosswalk on the north leg of the intersection.
The location of the gas station driveway is within the intersection of San Gabriel
Boulevard and Walnut Grove Avenue. Southbound vehicles should not be
allowed to turn into this driveway during the southbound red phase of the signal
cycle. During the southbound red phase, the southbound Walnut Grove Avenue
phase is green. Allowing these two movements at the same time is a conflict.
RECOMMENDATION
It is recommended that "No Right Turn on Red" signs be installed for southbound
San Gabriel Boulevard at Walnut Grove Avenue. Exhibit A depicts this
recommendation.
