APRIL 7, 2005
A regular meeting of the Rosemead Traffic Commission was called to order by
Chairman Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

I. APPROVAL OF MINUTES
It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp,
and carried unanimously to approve the minutes for March 3, 2005.

IV. NEW BUSINESS
A. REQUEST FOR PARKING RESTRICTIONS ON NEVADA STREET
BETWEEN ROSEMEAD BOULEVARD AND IVAR AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
Based on field review of the location and discussion with the residents of Nevada
Street and Sea Harbour Seafood Restaurant management, the following was
recommended:
On the north side of Nevada Street starting from Rosemead Boulevard
1. Retain 40 feet of red curb
2. Provide 45 feet of on- street parking (remove red curb)

3. Retain 5 feet of red curb (prior to Sea Harbour Seafood Restaurant
driveway).
4. Retain 9 feet of red curb (past to Sea Harbour Seafood Restaurant
driveway).
5. Provide 20 feet of on -street parking (remove red curb)
6. Retain 9 feet of red curb (prior to residential driveway)
On the south side of Nevada Street starting from Rosemead Boulevard
1. install 40 feet of red curb
2. No additional red curb beyond this point

Ms. Gentry stated that after speaking with the restaurant manager who stated
that the employees would not be parking on the street, the parking situation at
this location has improved. However, she would like to have the Commission
re -visit this location, should the problem arise again.
It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf,
and carried unanimously to approve the Traffic Engineer's recommendation,
and re -visit this location again in 6 to 9 months.
B. REQUEST FOR ALL -WAY STOP AT MARSHALL STREET AND
BROOKLINE AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
It was recommended that the existing level of traffic control remain with vehicles
stopping on Marshall Street at Brookline Avenue. It was further recommended
that the radar speed trailer be placed on Brookline Avenue between Valley
Boulevard and Loftus Drive when it is next available. It was further
recommended that selective enforcement occur soon after the radar speed trailer
is placed on Brookline Avenue.
Deputy Traffic Engineer Itagaki read into the record a letter received from Ms.
Margaret Beran, who is in favor of the All -Way Stop at Marshall Street and
Brookline Avenue.
Commissioner Matsdorf stated that the recommendation looks like it will work,
and that the Commission should re -visit it at a later date.
It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp,
and carried unanimously to approve the Traffic Engineer's recommendation.
V. STAFF REPORTS
The Sheriff's representative stated that they have re- scheduled the DUI
Checkpoint to May 20, 2005, in front of the Car Wash.
VI. COMMISSIONER REPORTS
Commissioner Knapp invited everyone to attend a Fish Fry Dinner at the Temple
City Baptist Church to support "People for People ".
Commissioner Matsdorf thanked staff for all their hard work.
VII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned in memory of Michael Benjamin at 7:25 p.m.

Mr. Flournoy stated that he would like to see the truck routes in Rosemead on
Temple City Boulevard and Walnut Grove brought before the Traffic
Commission.

A. REQUEST FOR ADDITIONAL TRAFFIC CONTROLS AT
KLINGERMAN STREET AND ANGELUS AVENUE
Deputy Traffic Engineer Itagaki presented the staff report.
Recommendation:
Install school warning assembly (Sl -1 and 54 -3 signs) for southbound Angelus
Avenue north of Klingerman Street and for westbound Klingerman Street east of
Angelus Avenue. Install double yellow centerline striping on the curve of
Angelus Avenue and Fern Avenue.
Deputy Traffic Engineer Itagaki passed out exhibits and copies of pictures.
Commissioner Knapp stated that she would like to see reflectors placed on the
double yellow lines.
It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf
and carried unanimously to approve the Traffic Engineer's recommendation,
with the addition of the reflectors on the double yellow lines.
V. STAFF REPORTS
Planning Director Brad Johnson stated that the Red Curb on Nevada Street by
the Harbor Seafood will be on the agenda for the City Council meeting on May
10th.
VI. COMMISSIONER REPORTS
Commissioner Knapp stated that the City monument on Garvey east of New is
broken and someone has taken the City seal.
Commissioner Knapp also stated she would like to have staff look at the lights
on Klingerman at Walnut Grove.
Sheriff's representative stated that the extra patrol on Brookline and Marshall
brought in 26 speeders and 53 overweight trucks on Loftus from April 1st to
present.
Chairman Quintanilla asked if there was enough activity at this location to
warrant patrol on a regular schedule.
Commissioner Knapp asked if restrictions could be placed on Hellman Avenue,
not to allow trucks, because of the on -ramp.
Deputy Traffic Engineer Itagaki stated that she will look into it.

Mr. Ruiz thanked the Sheriff's representative for putting the deputies out on full
force on Loftus. He would also like to see a study done on on- and -off ramps
certified by the Federal Government to accept big rigs over 50 feet.
Mr. Ruiz went on to say that the truck signs in South El Monte have been torn
down and have not been put back up since the completion of construction, and
asked if staff could send a letter to El Monte to re -post the signs.
Sheriff's representative stated that there will be a D.U.I. Checkpoint on May 20
on Garvey Avenue near Delta by the Park.
VIII. ADJOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:34 p.m., with 15 people in the audience. The next regularly
scheduled meeting is set for July 7, 2005.

RE: Request for Red Curb on the South Side of Emerson Place at
Kelburn Avenue
REQUEST
Staff received a request from Council to review the intersection of Emerson Place
and Kelburn Avenue. Council indicated a concern for vehicles turning left from
Kelburn Avenue having difficulty because of vehicles parked on the south side of
Emerson Place within the intersection. Council has asked the Traffic
Commission consider the installation of red curb within the intersection of
Emerson Place and Kelburn Avenue.
CONDITIONS
Emerson Place is 36 feet wide with single yellow centerline striping separating
one lane of traffic in each direction. There are single - family residential properties
along Emerson Place. Garvey Park is located on the northwest corner of
Emerson Place and Kelburn Avenue. Parking is generally allowed on both sides
of the Emerson Place. The posted speed limit is 30 mph on Emerson Place.
Kelburn Avenue is 30 feet wide with no centerline striping. There are single -
family residential properties on the east side of the roadway with Garvey Park on
the west side. There is angle parking for the park on the west side of Kelburn
Avenue and parallel parking is allowed on the east side of the street. The prima
facie speed limit is 25 mph.
The intersection of Emerson Place and Kelburn Avenue is a 3- legged
intersection. All legs of the intersection are Stop controlled. There is a yellow
crosswalk painted on the west leg of the intersection
Exhibit A will be available at the Traffic Commission meeting and will depict
conditions at the intersection of Emerson Place and Kelburn Avenue.

Request for Red Curb on the South Side of
Emerson Place at Kelburn Avenue
DISCUSSION
Field observations made of the intersection throughout the day did not identify
any vehicles were parked within the intersection of Emerson Place and Kelburn
Avenue. In general, on- street parking on Emerson Place was moderately used
during the daylight hours.
As identified in Exhibit A, there is approximately 25 feet of unmarked curb within
the intersection of Emerson Place and Kelburn Avenue. The entire frontage of
8000 Emerson Place is approximately 60 feet wide.
The City of Rosemead has no standards /policies regarding the placement of red
curb within an intersection. However, Section 22500(a) of the California Vehicle
Code (CVC) states no person shall stop, stand or park any vehicle "within an
intersection, except adjacent to curbs as may be permitted by local ordinance."
There are other "T" intersections within the City that have installed red curb within
the intersection of the "T ".
RECOMMENDATION
Staff is hesitant to recommend the installation of red curb since the reported
conflict was not observed. Therefore, staff is presenting options for the Traffic
Commission's discussion and action.
• Option 1 — Recommend no change in existing conditions.
• Option 2 — Install red curb in front of 8000 Emerson Place to provide
additional turning area within the intersection.
