The regular meeting of the Rosemead Traffic Commission was called to order by
Chairman Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley
Boulevard, Rosemead.

RE: Request for Parking Restrictions on Encinita Avenue North of
Lower Azusa Road
REQUEST
A request was received by the City Engineer's office regarding parking on
Encinita Avenue north of Lower Azusa Road. The request stems from large
trucks parking on the east side of Encinita Avenue. These trucks park both
legally and illegally on the street and appear to be associated with the business
on the northeast corner.
CONDITIONS
Encinita Avenue is a 40 -foot wide north /south roadway with one lane of traffic in
each direction. North of Lower Azusa Road, the Union Pacific Railroad (UPRR)
line crosses Encinita Avenue. Between Lower Azusa Road and the UPRR,
Encinita Avenue is fronted by 1 commercial /industrial use on each side. Both of
these uses are industrial in nature. The on- street parking was primarily occupied
on the east side of the street.

existing conditions on Encinita Avenue north of Lower Azusa Road

The reported collision history on Encinita Avenue will be available at the Traffic
Commission meeting.
DISCUSSION
Field observations of Encinita Avenue were conducted during several different
times of the day. The City Public Works inspector observed trucks parked on the
east side of Encinita Avenue (pictures available at Traffic Commission meeting)
and at one time the truck was illegally parked on the sidewalk and facing in the
wrong direction.

The on- street parking demand on Encinita Avenue north of Lower Azusa Road
was primarily on the east side of the street. The vehicles parking at this location
all appear to be associated with the business on the northeast corner of the
intersection.
There is limited driveway access on Encinita Avenue north of Lower Azusa Road.
The property on the northwest corner is accessed on Lower Azusa Road. There
is no access to this site from Encinita Avenue. On the northeast corner, there is
an access on Encinita Avenue and one on Lower Azusa Road. An aerial of
these affected properties will be available at the Traffic Commission meeting.
The street width of Encinita Avenue allows for the on- street parking of vehicles.
However, the demand for the on- street parking by large trucks minimizes the
travel lane width. In addition, with the existing railroad crossing north of Lower
Azusa Road, there is a need to provide adequate visibility of the warning signs
and crossing arms.
Notification was made of the property owners /tenants of properties in the vicinity
of Encinita Avenue /Lower Azusa Road. This included the 2 businesses on the
northwest and northeast corners.
RECOMMENDATION
Based on the field observations and parking demand, the installation of "No
Stopping Any Time" signs is recommended on both sides of Encinita Avenue
from Lower Azusa Road to the UPRR.
