A. JACKSON AVENUEIGARVALIA AVENUE — PROPOSED STOP SIGN INSTALLATION
SUMMARY
In September 2008, the Traffic Commission reviewed a request regarding speeding on
Jackson Avenue between Fern Avenue and Graves Avenue. Residents also asked for the
installation of stop signs to slow traffic. Staff analyzed the intersection of Jackson
Avenue /Garvalia Avenue for the installation of a multi -way stop. The California Manual on
Uniform Traffic Control Devices (CA MUTCD) guidelines were not satisfied.
However, after discussion regarding the intersection of Jackson Avenue /Garvalia Avenue,
the Traffic Commission determined that vehicles traveling on Jackson Avenue could not be
seen from Garvalia Avenue. Based on those concerns staff concurred that there were
existing visibility constraints at the location and based on that finding, it was initially
recommended that the stop signs not be installed. These issues could not be addressed
through the installation of parking restrictions or the trimming of trees. Therefore, the
Traffic Commission recommended to the City Council the installation of STOP signs on
Jackson Avenue at Garvalia Avenue.
The City Council has requested that this item be brought back to the Traffic Commission.
Staff Recommendation
Based on the discussion made by the Traffic Commission and field observations of the
intersection in September 2008, the Traffic Commission recommended the City Council
install STOP signs on Jackson Avenue at Garvalia Avenue. City staff concurs with the
recommendation of the Traffic Commission.

A. HELLMAN AVENUEIRAMONA BOULEVARD AT WALNUT GROVE AVENUE —
STRIPING REVISION
SUMMARY
Commissioner Lewin requested staff review the striping at the intersection of Hellman
Avenue /Ramona Boulevard at Walnut Grove Avenue. Commissioner Lewin specifically
was concerned with the striping on the east leg (westbound traffic) of the intersection. He
indicated there appears to be a need to provide additional travel lanes on Ramona
Boulevard to allow right turning vehicles and through traffic the ability to travel around left
turning vehicles.
Staff Recommendation
It is staffs recommendation that the Traffic Commission concur with the proposed change
in the striping on Ramona Boulevard to provide a westbound left turn lane and a shared
through -right turn lane at Walnut Grove Avenue. It is further recommended that staff be
directed to have the striping modification placed on the schedule for striping crews.

The regular meeting of the Rosemead Traffic Commission was called to order by Chairman Knapp
at 7:00 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

A. MISSION DRIVE/IVAR AVENUE • Southbound Visibility Concerns and Crosswalk
Concerns
This item was originally brought before the Commission on July 17, 2008. At that time, the
Commission approved the installation of red curb on the north side of Mission Drive east of
Ivar Avenue and to add 'ladder" striping to the crosswalk.
This item has been brought back to the Commission to provide analysis of school
pedestrians crossing the intersection of Mission Drive /lvar Avenue within the existing
crosswalk. The request is for the installation of a crossing guard, flashing beacon, or in-
roadway warning lights to provide additional notification of this school crossing location.

Staff Recommendation: It is staff's recommendation that the Traffic Commission denies the
request for the installation /implementation of additional traffic control devices for the crosswalk on
Mission Drive at Ivar Avenue.
Commissioner Lewin made a motion, seconded by Chairman Knapp, to approve staff's
recommendation and in addition add arrow signs pointing down on both sides of the cross
walk. Vote resulted in:

4. NEW BUSINESS
A. Presentation on Citywide Street Striping and Signage Improvement Program
As part of the City's Fiscal Year 2008 -09 budget, the City Council included funding to update
street striping conditions and street signage throughout the City. City staff will review a
presentation explaining the project and take input from the Commission on issues related to
these work efforts.
Staff Recommendation: Staff recommends that the Traffic Commission review the
presentation and provide input related to the Citywide Street Striping and Signage
Improvement Program.
Robert Garcia, Representative of Traffic Operations presented to the Traffic Commission and
reviewed the street improvement program. The program will help improve the visibility of street and
regulatory signs and improve the safety of pedestrians and motorists in the City.
B. EARLE AVENUE • Letter Request to Review Parking Conditions
SUMMARY
City Staff received a letter request from Sheryl Blum, 4824 Earle Avenue, regarding parking
conditions along Earle Avenue north of Mission Drive and south of Grand Avenue. Ms. Blum
has asked that the Traffic Commission review the existing conditions and identify possible
alternatives for improving parking in this area. A petition of residents•on Earle Avenue was
also included with the letter request.
Staff Recommendation: Staff recommends that the Traffic Commission direct staff to study
this item further and develop recommendations for the Traffic Commission's consideration.

Sheryl Blum expressed concern over the parking conditions on Earle Avenue; she explained the
current problems the residents are experiencing by the surrounding business and their employees.
Commissioner Lewin made a motion, -seconded by Commissioner Russell, to direct staff to
study this item further and develop recommendations. Vote resulted in:

C. SAN GABRIEL BOULEVARD SOUTH OF GARVEY AVENUE - Turning Movement
Concerns at Walgreens Driveway
Chairperson Knapp and Commissioner Russell both requested this issue be addressed.
The concern was with regards to vehicles parking adjacent to this driveway and the left turn
access from the driveway onto San Gabriel Boulevard.
Staff Recommendation: It is staffs recommendation that the Traffic Commission
recommends the following to the City Council:
Install 68 feet of red curb on the east side of San Gabriel Boulevard south of the driveway
access of Walgreen's south of Garvey Avenue.
2. Install two "No Left Turn" (R3 -2) signs for vehicles entering and exiting the Walgreen's
driveway on San Gabriel Boulevard south of Garvey Avenue.
3. Remove the left turn pavement marking at the driveway of Walgreen's to be consistent with
the proposed "No Left Turn" sign.

Commissioner Masuda suggested to the Commission to place a "keep clear intersection" sign on
Ivar Avenue and Mission Avenue.
Commissioner Lewin indicated there was a visibility issue by the parking lot north of the
Rosemead Chamber of Commerce. Also, asked staff to look into Guess and Heart Avenue
intersection and add a "stop" sign, as well as, a "right turn only' sign on the Rosemead pool parking
lot.
Chairman Knapp invited the Commission and residents to attend the Annual Pancake Breakfast
organized by People for People.
7. ADJOURNMENT
The meeting adjourned at 8:39 pm. The next regular meeting is scheduled for December 4,

DISCUSSION
As discussed at the September 2008 Traffic Commission meeting, the CA MUTCD
provides criteria /guidelines for the use of STOP signs. For the intersection of Jackson
Avenue / Garvalia Avenue, the criteria for "Multiway Stop Applications" were analyzed.
The analysis indicated that the subject intersection did not satisfy these criteria.
However, the CA MUTCD allows for consideration of `other criteria' to be considered
including:
A. The need to control left -turn conflicts;

B. The need to control vehicle /pedestrian conflicts near locations that generate
high pedestrian volumes;
C. Locations where a road user, after stopping, cannot see conflicting traffic
and is not able to reasonably safely negotiate the intersection unless
conflicting cross traffic is also required to stop; and
D. An intersection of two residential neighborhood collector (through) streets of
similar design and operating characteristics where multiway stop control
would improve traffic operational characteristics of the intersection."
Based on item C (above), it is feasible to recommend the installation of STOP signs on
Jackson Avenue at Garvalia Avenue.
Recommendation
Based on the discussion made by the Traffic Commission and field observations of the
intersection in September 2008, the Traffic Commission recommended the City Council
install STOP signs on Jackson Avenue at Garvaiia Avenue. City staff concurs with the
recommendation of the Traffic Commission.

BACKGROUND
The intersection of Walnut Grove Avenue and Hellman Avenue /Ramona Boulevard has
been reviewed and analyzed several times over many years. More recently, the traffic
signal operation was modified to provide as much time as possible to traffic traveling on
Walnut Grove Avenue. Due to the nature of the intersection and Caltrans' control over
the ramps on Hellman Avenue, the City has made several adjustments to the traffic
signal timing.
As part of the signal modifications, traffic striping was also modified. The northbound
left turn pocket on Walnut Grove Avenue at Hellman Avenue /Ramona Boulevard was
lengthened. The Traffic Commission also approved the lengthening of the southbound
left turn pocket which the City Council also approved.. The southbound lengthening

requires modification to the raised center median and was to be included in appropriate
capital improvement projects of the City Engineer.
Discussion
Field review of the intersection of Walnut Grove Avenue and Hellman Avenue /Ramona
Boulevard indicated that westbound vehicles do experience "problems" if left turning
vehicles are stopped. There is no striping to delineate left turning vehicles from through
or right turning vehicles. Therefore, if a left turning vehicle is waiting at the red light, a
right turning vehicle cannot turn until a green light comes on.
The proposed striping modification on Ramona Boulevard at Walnut Grove Avenue
would provide for two westbound travel lanes. One would be a dedicated left turn lane
and the other would be a shared through -right turn lane. Exhibit A will be available at
the Traffic Commission meeting to depict the recommended striping modification.
Staff Recommendation
It is staff's recommendation that the Traffic Commission concur with the proposed
change in the striping on Ramona Boulevard to provide a westbound left turn lane and a
shared through -right turn lane at Walnut Grove Avenue. It is further recommended that
staff be directed to have the striping modification placed on the schedule for striping
crews.
