REQUIREMENT FOR GARVEY PARK FIELD USE
SUMMARY
The California Ladyhawks (AKA Rosemead Ladyhawks) is requesting that City Council waive
the normal requirement for staff supervision of ball fields at Garvey Park during their rented use.
Staff Recommendation
Staff is seeking City Council direction regarding the Ladyhawks request for a waiver of the
supervision requirement.
ANALYSIS
The rules and regulations governing ball field rental requires direct staff supervision of use. The
cost for supervision is $12 per hour. Thus, for a two-day tournament use, this cost would run
$192 for an average weekend. The California Ladyhawks are a small organization comprised of
one "under 18" girls softball team with few resources. The Ladyhawks have used Garvey fields
for nearly two decades and have represented Rosemead during that time, beginning as a
league serving hundreds of local youth and evolving to a travel team of national standing. While
they are not a non-profit organization and do not qualify for a fee waiver, the organization meets
residency requirements (4 of their 16 participants reside in Rosemead). The resident rate for
field use is $12 per hour per field and $15 per hour for lights (as needed).
FINANCIAL REVIEW
Periodic site supervision for this use would be assigned to our regular park supervision staff
ensuring no added cost to the City.
