AN URGNECY ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ROSEMEAD AMENDING
ORDINANCE NO. 247 AND ESTABLISHING
A 9:00 PM CLOSING TIME FOR ZAPOPAN
PARK
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY
ORDAIN AS FOLLOWS:
Section 1. Section 1 of Ordinance No. 247 is hereby amended to read as follows:
Section 1. Notwithstanding any other provisions of the
Rosemead Municipal Code, all municipally-owned parks and
recreation areas in the City of Rosemead, with the exception
of Zapopan Park, shall be closed between the hours of 11:00
p.m. and 7:00 a.m. Zapopan Park only shall be closed
between the hours of 9:00 p.m. and 7:00 a.m. The Director
of Parks and Recreation may, from time to time, authorize in
writing, group recreation activities to continue after the
established closing time.
Section 2. Section 2 of Ordinance No. 247 is hereby amended to read as follows:
Section 2. No person shall enter, loiter or remain in a any
public park or recreation area within the City of Rosemead
at any time during that park or recreation area's posted
closed hours (11:00 p.m. to 7:00 a.m. for all parks except
Zapopan where the closed hours commence an hour earlier
at 9:00 p.m. and continue to 7:00 a.m.), except as authorized
in writing by the Director of Parks and Recreation as
provided in Section 1 hereof, nor shall any person loiter
outside of a recreation center where an activity is conducted
therein in which the person so loitering is not eligible to
participate.

Section 3. The City Council has received complaints regarding the noise and
conduct of certain persons using Zapopan Park late at night. In order to protect the
health, peace, and safety of the general public and that of the neighbors surrounding
Zapopan Park, this Ordinance is declared to be an urgency ordinance, which shall take
effect immediately upon its adoption and the posting of notice of the earlier closing hour
at Zapopan Park.
Section 4. The City Clerk shall certify to the adoption of this Ordinance.
