Ordinance No. 675 - Regulations for Trailerss ORDINANCE NO.,675 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AMENDING SECTION 9121 OF THE CODE CONCERNING REGULATIONS FOR THE USE OF TRAILERS AND AMENDING SECTION 9181.1 OF THE CODE ADDING TEMPORARY TRAILERS AS A CONDITIONAL USE IN THE C-1, C-3, CBD, P-D, AND M-1 ZONES. THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN AS FOLLOWS: Section 1. Section 9121 of Part XXI, of Chapter 1, of the Rosemead Municipal Code is hereby amended by added subsection (32) to read as follows: 9121.32 Use of Trailers. No trailer shall be permitted in any zone for any use, except as follows: A. Residential Zones. In the R-1 and R-2 zones, a residential travel trailer may be stored. At no time shall any travel trailer be utilized for living purposes. However, a temporary non-fee permit may be issued, not to exceed two weeks in an six (6) months, for the occasional--residential use by the owner of the property or their invited guests. B. Commercial and Industrial Zones. In the C-1, C-3, CBD, P-D, and M-1 zones, a residential travel trailer may be stored, provided it is not visible from the street. However, at no time shall a travel trailer be used for living or business purposes. A non-residential trailer, as . defined in subsection (1) of this section, may be used for a period not to exceed one year as a temporary office used only by employees of the principal business or use occupying the property not open to the general public. The use of any trailer shall be contingent upon the principal business and trailer meeting off-street parking requirements. All non-residential trailers shall be architectually compatible with surrounding buildings and fitted with appropriate skirting, landscaping and other screening devices. (1) A non-residential trailer shall include any trailer coach designed for human use, occupation, or habitation, other than for residential purposes. Any such trailer shall be installed and maintained in accordance with the Uniform Building Code, Fire Code, provided no piping for water is permitted and the appropriate permits are obtained. C. Other Uses. (1) Trailers may be used as construction offices on or adjacent to any site on which a building permit has been issued and the project is being diligently pursued. Said trailers shall be removed upon expiration of said permit or completion of project. (2) Trailers may be used for the dispensing of food items on properties owned by a public entity in conjunction with youth non-profit recreational activities. (3) Any trailer uses not meeting the above standards may apply for a conditional use permit pursuant to section 9181.1(26) of this code. Section 2. Subsection (26) of Section 9181.1, of Part XXV, of Chapter 1 of the Rosemead Municipal Code is hereby amended to read as follows: (26) Portable, non-residential requirements set forth in C-1, C-3, CBD, P-D, and M-1 (Provided that the Planni more than one additional causes.) trailers meeting the definitioned section 9121.32(B-1) of this code in the zones for a period not to exceed one year. ig Commission may extend the period for not year in case of hardships or other good Ord. No. 675 page 2. Section 3. Section 9102.49 of Chapter 1, Part II, of the Rosemead Municipal Code is hereby amended to read as follows: 9102.49 Trailer. "Trailer" shall mean any vehicle or structure used for sleeping, living, business, or storage purposes and having no foundation, other than wheels, blocks, skids, jacks, horses, or skirting, and which is, or has been, or reasonably may be equipped with wheels or other devices for transporting the structure from place to place, whether by motor power or other means. "Trailer" shall include camp car and house car. Section 4. Section 9102.50 of Chapter 1, Part II, of the Rosemead Municipal Code is hereby amended to read as folows: 9103.50 Trailer, Travel. "Travel trailer" shall mean a vehicle, portable structure built on a chassis, designed to be used as a temporary dwelling for travel and recreational purposes, having a body width not exceeding eight (8') feet in width. Section 5. The City Clerk will certify to the passage and adoption of this ordinance and shall cause the same to be posted in the manner required by law.
