SUBJECT: REQUEST FOR RED CURB AT THE INTERSECTION OF MARSHALL
STREET AND IVAR AVENUE
A resident requested a reflective device at the intersection of Ivar Avenue and Marshall Street to
correct traffic visibility concerns going from Ivar Avenue onto Marshall Street (see attachment of
Exhibit A). Based on a field review of the site and its reported accident history, staff reported back
to the Traffic Commission and recommended the trimming of the trees at both corners instead of a
large "fish eye" mirror, which is not an approved traffic control device and cannot be placed within
the public right-of-way.
At the October 3' meeting, the Traffic Commission unanimously approved and recommended for
City Council adoption and action an amended recommendation to include the installation of 20 feet
of red curb on both corners. This item was reconsidered at the November 71i Traffic Commission
meeting to provide residents in the vicinity of Ivar Avenue and Marshall Street an opportunity to
comment on this proposal. None of the residents that were notified were present at the meeting. The
trees have already been trimmed.
RECOMMENDATION
It is recommended that the Rosemead City Council approve the installation of twenty (20) feet of red
curb at the northeast and northwest comers of Marshall Street and Ivar Avenue, as recommended by
the Traffic Commission.

Follow-up on Proposed Red Curb
At the October 3, 2002 Traffic Commission meeting, the Traffic Commission
recommended the installation of two sections of 20 feet of red curb on Marshall
Street east and west of Ivar Avenue. This recommendation was made to
increase visibility of traffic on Marshall Street for stopped vehicles on southbound
Ivar Avenue. Due to the fact that this red curb reduces on street parking
availability for the residents on these corners, City Administrative staff has
requested the Traffic Commission hear this item again with notification being
given to the residents affected.
Staff has invited the residents in the vicinity of Ivar Avenue and Marshall Street to
comment on the proposed installation of 20 feet of red curb. As staff discussed
during our last meeting, parking in front of these properties will still be possible.
Exhibit A Revised identifies the proposed 20 feet of red curb and the length of
curb available for parking in front of 8851 (45 feet) and 8905 (37 feet) Marshall
Street.
RECOMMENDATION
The Traffic Commission recommended the installation of two sections of 20 feet
of red curb on Marshall Street east and west of Ivar Avenue as identified in
Exhibit A Revised.

RECOMMENDATION
The Traffic Commission recommended the installation of two sections of 20 feet
of red curb on Marshall Street east and west of Ivar Avenue.
No vote was taken on this item as it was unanimously approved at the October 3,
2002 Traffic Commission meeting. The intent of this hearing was to invite residents in
the vicinity of the proposed red curb installation to comment on this matter.

REQUEST
Mrs. Alison Clouet has made a letter request (attached) to install a reflective dish
at the intersection of Ivar Avenue and Marshall Street. Mrs. Clouet indicates
southbound traffic stopped on Ivar Avenue cannot see oncoming traffic.
CONDITIONS
Ivar Avenue is a 36 foot wide north/south residential street that "T's into Marshall
Street at it's southerly terminus. Ivar Avenue is stop controlled at this T-
intersection. There is single yellow centerline skip striping on Ivar Avenue.
Parking is allowed on both sides of the street except during street sweeping. The
speed limit on Ivar Avenue is 25 mph.
Marshall Street is a 40 foot wide east/west collector street. There is double
yellow centerline striping on Marshall Street. Parking is allowed on both sides of
the street except during street sweeping. The posted speed limit is 30 mph.
Exhibit A depicts existing conditions at the intersection of Ivar Avenue and
Marshall Street (Exhibit will be available at Traffic Commission meeting).
DATA
The reported collision history at the intersection of Ivar Avenue and Marshall
Street was reviewed for the period from January 1, 1999 through December 31,
2001. This review revealed 3 collisions all occurring in 1999. These collisions
are summarized on the next page.

Field observations of the intersection did not reveal any vehicles having difficulty
negotiating the intersection. Southbound vehicles on Ivar Avenue would stop
then proceed onto Marshall Street with little or no delay. Some southbound
vehicles would "creep" onto Marshall Street. However, it was unclear if this
occurred as a result of a "roll" through the stop sign or to get better visibility of
traffic on Marshall Street.
Mrs. Clouet has requested the installation of a "reflective dish". Staff believes
Mrs. Clouet is referring to a large "fish eye" mirror sometimes used in parking
garages. This type of mirror is often used in parking garages to help motorists
with visibility around a corner. However, this mirror is not approved as a traffic
control device and is not placed within the public right-of-way.
The reported collision history at the intersection does not indicate a problem with
vehicles traveling through this intersection. The reported collisions occurred over
2 years ago. None of the reported collisions indicated a visibility obstruction was
the cause of the collision.
Field observations identified some vehicles parked on Marshall Street in the
vicinity of Ivar Avenue. These vehicles were parked legally on both the north and
south sides of Marshall Street. There are trees on the south side of Marshall
Street on either side of Ivar Avenue. These trees did block some visibility
because they were not cleanly trimmed. This could be the cause of some
"creeping" into the intersection.

RECOMMENDATION
It is recommended the trees on the south side of Marshall Street, east and west
of Ivar Avenue be trimmed. These trees are identified in Exhibit A. The trimming
should include the saplings of the trees surround the trunk.

A. REQUEST FOR REFLECTIVE DISH ON WAR AVENUE AT
MARSHALL STREET
Traffic Engineering Deputy Itagaki presented the staff report.
RECOMMENDATION
It was recommended that the trees on the south side of Marshall Street, east and
west of Ivar Avenue be trimmed. These trees are identified in Exhibit "A". The
trimming should include the saplings of the trees surrounding the trunk.
Speaking before the Commission was:

Mr. Clouet stated that this problem is an intermittent problem, and only occurs
when parking conditions on the north side of Marshall Street (facing west) come
within 10 feet of the car, causing a problem with visibility.
Mr. Clouet requested of the Commission to have this item deferred to the next
meeting, so that they may have the opportunity to take some pictures of the
location.
Commissioner Ruiz made a motion to accept the Traffic Engineer's
recommendation with the following amendment: To install 20' feet of red curb
on the northeast corner of Marshall and Ivar Avenue, and to include the
northwest corner as well. This motion was seconded by Commissioner Matsdorf
and carried unanimously to approve the above recommendation.
Mr. Jim Clouet was happy with the recommendation made by Commission Ruiz
and withdrew his deferment request.
B. REQUEST FOR ADDITIONAL TRAFFIC CONTROLS ON FERN
AVENUE BETWEEN WALNUT GROVE AVENUE AND EAST OF
MUSCATEL AVENUE
Traffic Engineering Deputy Itagaki presented the staff report.
RECOMMENDATION
It was recommended that the existing speed limit signs on Fern Avenue be
cleaned-up or replaced as necessary. It was further recommended the radar
speed trailer be placed on Fern Avenue during its next available assignment in
the City of Rosemead. It was further recommended that selective enforcement of
Fern Avenue be conducted.
It was moved by Commissioner Ruiz, seconded by Commissioner Matsdorf, and
carried unanimously to approve the Traffic Engineer's recommendation.
V. STAFF REPORTS
Associate Planner Wilkinson introduced Scot Yotsuya, Director of
Administrative Services to Traffic Commission.
Traffic Engineering Deputy Itagaki stated that staff is looking into the lighting at
Mission and Delta.
Traffic Engineering Deputy Itagaki also stated that Commissioner Baffo
requested relocating the bus stop on San Gabriel Boulevard and East Village
Lane, she will be meeting the people from MTA regarding this request.
VI. COMMISSIONER REPORTS
Commissioner Ruiz asked if the traffic controls on Valley and Rosemead
Boulevard and Mission going north, are at the maximum time limit for crossing,
because it seems to take a long time. Traffic Engineering Deputy Itagaki stated
that she would contact CalTrans.
Commissioner Ruiz also asked the status of a review for double right-turns from
Valley Boulevard onto Mission Drive. Traffic Engineering Deputy Itagaki stated
that traffic measure would be reviewed in the signal master plan.
Commissioner Ruiz stated that the City of Oxnard has a Jake-Brake Ordinance
and applicable signs that are posted everywhere, and would like staff to look
into it.
Commissioner Ruiz stated that the Temple City Freeway exit sign is down and
needs to be put back up. He would also like to have staff call CalTrans regarding
potholes near the same area.
Commissioner,Quintanilla inquired about the traffic study at Rosemead Place
and Target.
Traffic Engineering Deputy Itagaki responded that a traffic study has been
completed and has been reviewed by the City and that the city is currently in
discussion with the owners regarding their recommendations.
VII. ADTOURNMENT
There being no further business to come before the Commission, the meeting was
adjourned at 7:38 p.m., with 5 people in the audience. The next regularly
scheduled meeting is set for Thursday, November 7, 2002.
