Attached for your consideration is information regarding the aforementioned conference. Staff
and Council have attended this annual seminar in the past. There will be sessions on Ethics,
Conflicts of Interest, Open Meetings and the Brown Act, Land Use Planning and Financial
Oversight Responsibilities.
RECOMMENDATION
It is recommended that the City Council authorize the attendance of any Council Member, City
Manager and staff designee.

This kevnote session will cover personal experiences that will help you adjust to local public
life, including balancing.personal and professional demands with those of the office; what it
takes to be successful; distinguishing the office and issues from oneself; and the importance
of working as a team even when disagreeing on issues.
GETTING ALONG WITH YOUR COLLEAGUES
This interactive workshop will focus on helping you better understand the various
competing and legitimate values that drive you and your colleagues or council, and how
to work together while respecting those diverse values. "
General Luncheon
THE POWER OF CITIES - STRENGTH IN NUMBERS:
YOUR LEAGUE AND HOW TO USE IT
This session will introduce the services of the League of California Cities, how you can
access them, and how you can become involved for mutual benefit. As a ciry official, you
are the league, and its success, along with yours, depends on your involvement and leadership.
UNDERSTANDING YOUR POWERS UNDER THE LAW
You were elected to make things happen in your city. Come learn the sources of your
powers as a city official to make things happen and the limitations on those powers -
including what happens in the legislature. You will leave with a basic understanding of
the legal authorities and restrictions under which cities and city officials must operate.
POLITICAL CLOUT WHERE IT COUNTS: YOUR ROLE IN THE
"BIGGER PICTURE" OF INTERGOVERNMENTAL RELATIONS
This session introduces the techniques of effective advocacy. It focuses on understanding
how, the intergovernmental relations system works; what motivates it; where you realistically
are viewed in it;, how you can act to be influential in it; what is ineffective (and even
harmful); and how you can keep current and effective. It will also introduce you to some
of the strategic efforts the League is conducting on your behalf. .
CURRENT ISSUES BRIEFING
Your ability to respond to your community's needs depends, in large measure, on what
happens in the Legislature. The Legislature has the power to make your life easier or harder
as a local elected official. This session will alert you to the key legislative issues likely to arise
in 2003 and how to track them through the session. When you speak with your Legislators
at the reception this evening, you will be ready to discuss issues of concerns for cities.
Capitol Tour
Take a short tour of the State Capitol so you will "know your way around" when you visit
in the future.
Legislative Reception - Golden State Museum
1020 "O" Street at 10th Street - within walking distance of the Capitol. Use this
informal gathering to meet and chat with your legislator. Be sure you act now to extend
a personal invitation to him or her to attend the reception at the Golden State Museum.

BUILDING YOUR LOCAL NETWORK - REGIONAL DIVISION FORUMS
This is your chance to get acquainted with leaders and new officials from your
regional division, and to learn what issues are of concern there. The League's Regional
Representatives will be available to discuss their grassroots advocacy efforts for the cities.
General Sessions
BUILDING THE PUBLIC'S TRUST: PRACTICAL ETHICS
Your ability- to lead in your community depends upon the extent to which the public trusts.
you. Learn how to build the public's trust in your leadership by learning how to respond to
some of the ethical challenges public officials face. This session will feature the Institute for
Local Self Government's new video on ethics, "The Slippery Slope".
ETHICS AND CONFLICTS OF INTEREST
Although the law provides an imperfect and complex ethical compass, it is important for
local officials to be familiar with ethics-related laws that govern their activities and relation-
ships as public officials. This session will review conflict of interest laws and alert city
officials to those circumstances when they should seek guidance from their city attorneys.
OPEN MEETINGS AND THE BROWN ACT
An important aspect of public trust is the public's right to observe and participate in
the council's decision-making process. This principle is codified in a state law known as
the Ralph M. Brown Act. Learn about what the Brown Act requires and the role of
open government.
Networking General Luncheon
This is an opportunity to relax and make new friends. Enjoy conversations with your
colleagues and find out what is happening in their. city that may be helpful to you.

GETTING SOMETHING DONE: YOUR RELATIONSHIP WITH THE
CITY MANAGER AND STAFF
This key session will help you understand the concepts, rationale, and benefits of typical
city organizational structures, with particular emphasis on the council-manager system and
the respective responsibilities of your offices. What can the council expect of the manager?
Learn how to provide policy guidance for your manager and how to relate to and work
with your manager, including setting performance measures, the evaluation process, and
contractual obligations.
YOUR POLICY ROLE IN LAND USE PLANNING
Land use planning is one of the most important area of a city official's responsibilities.
It involves the setting and implementation of the policies articulated in the city's general
plan and its zoning code. Learn about tools and processes in land use planning, including
the California Environmental Quality Act (CEQA) and Conditional Use Permits (CUP).
This knowledge will help you foster a solid working relationship with your tire's planning
commission and planning staff.

General Sessions
YOUR FINANCIAL OVERSIGHT RESPONSIBILITIES - INTRODUCTION TO
FINANCE FOR MAYORS AND COUNCIL MEMBERS
This session will cover your key responsibilities as elected officials in exercising fiduciary
responsibilities. It will address such topics as approaching the budget as a policy tool; ropes
of budgets and the pros and cons of each; revenue sources and limitations; critical questions
to ask regarding your cirv's financial condition, and acceptable answers to expect-, and
reading city financial reports and audits. Other topics will include bonds and other
financial instruments, treasury management, capital improvement programs, and the long
term implications of approving certain expenditures.
SUCCEEDING WITH THE MEDIA - THE BASICS
This session will provide practical advice on how to work with the press, particularly the
print media. Its emphasis will be on developing a positive relationship with the media;
what the media needs; how to deal with "biased" reporters; how to get your message our,
and what not to do in dealing with the media.

the city council or other covered body attends. However, a majority of the body may not discuss
among themselves specific substantive issues at such conferences. Any such discussion is subject to
the Brown Act and must occur in a meeting that complies with its requirements.
