- ADOPTION OF LOS ANGELES COUNTY BUILDING LAWS BY
REFERENCE
Urgency Ordinance No. 824 was introduced at the October 8, 2002 meeting, at
which time the Public Hearing and adoption of this Urgency Ordinance was
scheduled for October 22, 2002.
Recommendation: Upon conclusion of the public hearing, adopt Urgency
Ordinance No. 824, effective October 31, 2002.

RESOLUTION NO. 2002-46 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD CALLING AND GIVING NOTICE OF THE
HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON
TUESDAY, MARCH 4, 2003, FOR THE ELECTION OF CERTAIN OFFICERS
AS REQUIRED BY THE PROVISIONS OF THE STATE OF CALIFORNIA
RELATING TO GENERAL LAW CITIES
This resolution calls for an election to be held on March 4, 2003, and makes
provisions for the conduct of the election in accordance with the California
Election Code.
Recommendation: Adopt Resolution No. 2002-46
RESOLUTION NO. 2002-47 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD, REQUESTING THE BOARD OF SUPERVISORS
OF THE COUNTY OF LOS ANGELES TO RENDER SPECIFIED SERVICES
TO THE CITY RELATING TO THE CONDUCT OF A GENERAL
MUNICIPAL ELECTION TO BE HELD ON TUESDAY, MARCH 4, 2003
This resolution requests certain services provided by the Los Angeles County
Registrar-Recorder/County Clerk related to the conduct of the election such as
voter rosters, precincting, absentee voter processing and signature verifications.
Recommendation: Adopt Resolution No. 2002-47
RESOLUTION NO. 2002-49 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD DECLARING NOVEMBER 15, 2002 AS
"AMERICA RECYCLES DAY" AND ENCOURAGING ALL OF OUR
RESIDENTS TO BUY RECYCLED PRODUCTS WHENEVER POSSIBLE
AND PARTICIPATE IN THE CITY'S CURBSIDE RECYCLING PROGRAM
California has participated in America Recycles Day since it became a national
event in 1997. Rosemead wishes to participate by declaring November 15°i as
America Recycles Day.
Recommendation: Adopt Resolution No. 2002-49
RESOLUTION NO. 2002-50 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD AUTHORIZING THE CITY MANAGER,
FINANCE DIRECTOR AND/OR THE CITY ENGINEER TO EXECUTE ALL
AGREEMENTS NECESSARY TO RECEIVE FUNDING FOR, AND/OR
IMPLEMENT TRAFFIC SAFETY PROJECTS
The City will be granted funding from the Office of Traffic Safety to implement a
GIS-based automated coil ision/citation analysis and tracking system. This
resolution authorizes selected staff to execute traffic safety projects and
agreements necessary to receive the grant funding.
Recommendation: Adopt Resolution No. 2002-50

In the past, the City of Rosemead has directed payment for this event to
Rosemead High School. The 2002 Run/Walk was held in conjunction with the
recent Diamond Jubilee and was co-sponsored by the Rosemead Chamber of
Commerce. The Chamber also paid out the up front expenses for the cost of the
participant's tee-shirts and awards.
Recommendation: Approve reimbursement request of the Rosemead Chamber

SUSAN MORENO
The claimant, while operating her vehicle, was involved in a collision with a
Los Angeles County Sheriffs vehicle. The City's claims adjusters, Carl Warren
& Company has recommended rejection of this claim.
Recommendation: Reject claim.

A. REQUEST FROM COMMISSIONER BAFFO FOR REAPPOINTMENT TO
THE TRAFFIC COMMISSION
Attached is a letter from Commissioner Baffo requesting reappointment to the
Traffic Commission.
~r I r B. CONSIDERATION OF REQUEST FROM THE CITY OF LOS ANGELES FOR
CONSOLIDATION OF ELECTIONS TO BE HELD ON MARCH 4, 2003
The City of Los Angeles is conducting school board elections for the Los Angeles

will be necessary to adopt Resolution No. 2002-48 consenting to the consolidation
of the Los Angeles Community College District (LACCD) Board of Trustee
election on the Rosemead ballot and further provides that they will be responsible
S ~or thei proportionate share of the cost of the election.

City of Los Angeles is requesting that the Rosemead City Council consolidate the

MUNIFINANCIAL FOR SB 90 STATE MANDATED PROGRAM CLAIMS
SERVICES
MuniFinancial has submitted a professional services agreement to provide claims
reimbursement services for SB 90 program related costs. Government Code
Section 17561 provides for the reimbursement of state mandated costs for
programs and services the City is required by the state to deliver.
