UPDATE - FISCAL YEAR 2002-03
Attached for your consideration is an engineering proposal from Willdan forthe preparation
of an update to the City's Pavement Management System (PMS).
As you are aware; the City is required to update its PMS every two (2) years in order to
receive Proposition "C" funding. Currently, the City receives approximately $570,000
annually of Proposition "C" funds. The PMS outlines a •5-year maintenance and
improvement program.
Further, updating the City's PMS is necessary to shift priorities and bring other streets into
the new 5-year maintenance and improvement program. The update of the system will
include reviewing and upgrading data for each street segment, incorporating revised data
on soil type and traffic conditions, changes in structural section and surface treatment of
each street segment, and updating cost values and available funding levels.
The proposed fee for the Pavement Management System update is $23,000. The PMS
update is currently programmed in the City's FY 2002-03 budget.
RECOMMENDATION
It is recommended that the Rosemead City Council approve the attached engineering
proposal and direct staff to begin the update of the Pavement Management System.

Dear Mr. Crowe:
As requested, we are pleased to be given the opportunity to submit this proposal to provide
professional engineering services for the preparation of an update to the Pavement Management
System (PMS) for the City of Rosemead.
SCOPE OF SERVICES
We propose to provide the following services:
Data Update
In consultation with City staff, set certain City-wide parameters and criteria, such as budget
constraints, construction costs, and construction methods selected based on cost,
efficiency, and special area needs.
Perform a field review of all streets.
3. Re-evaluate traffic values on all streets.
Data Assimilation
Perform record searches and accumulate data of all pavement maintenance or street
construction performed since previous report update.
Enter all data from previous phases into the database.
Data Analysis
The City will be divided into two.areas, one north and one south of the 1-10 Freeway. For each area,
the data will be processed separately as described below:
Provide multi-year budget projections, prioritized by cost effectiveness, for both capital
improvements and preventive maintenance, including details of the proposed improvements
for each roadway segment.

2. Provide an inventory of roadway, which will include runoff control and typical section
information, traffic volume and classification, construction history, and other identification
items.
3. Provide a Maintenance and Condition Inventory report indicating the condition of each
roadway segment and the next maintenance procedures proposed for each, including cost
and date.
4. Provide a quick-reference report of various key information items for each segment, which
serves as a cross reference to other reports.
5. Provide area-wide graphical representations of the cumulative pavement maintenance and
condition inventories.
Pavement Management Report
Prepare mapped representations of the maintenance improvement recommendations on
City maps for the first 2 years.
Prepare a detailed report demonstrating the meaning and uses of the pavement
management system results. The final report will contain findings, recommendations, and
graphics of the study.
This report will fully update the initial system report and provide the basis for a new 5-year
maintenance and improvement program.
W illdan proposes to provide the engineering and consulting services for the pavement management
system update for a fixed fee of $23,000. This includes providing the City with five (5) copies of the
updated Pavement Management System Report.
