The City Council and Commission will receive and consider all evidence and
testimony for and against the adoption of the proposed Amendment.

B. URGENCY ORDINANCE NO. 824 — AN ORDINANCE OF THE CITY
— I' COUNCIL OF THE CITY OF ROSEMEAD ADOPTING BY
REFERENCE, PURSUANT TO GOVERNMENT CODE SECTION
550022.2, THE CALIFORNIA BUILDING STANDARDS CODE
(TITLE 26 LOS ANGELES COUNTY BUILDING CODE), THE
CALIFORNIA ELECTRICAL CODE (TITLE 27 LOS ANGELES
COUNTY ELECTRICAL CODE), THE CALIFORNIA PLUMBING
CODE (TITLE 28 LOS ANGELES COUNTY PLUMBING CODE), THE
CALIFORNIA MECHANICAL CODE (TITLE 29 LOS ANGELES
COUNTY MECHANICAL CODE) AND ADOPTING LOCAL
AMENDMENTS THERETO AND DECLARING THE URGENCY
THEREOF
Every three years the State of California adopts updated Building Laws.
Los Angeles County amends and adopts those laws, and the City of
Rosemead adopts, by reference, the Los Angeles County Amended
Building Laws.
Recommendation: Introduce Urgency Ordinance No. 824 on first
reading, and schedule the item for a second reading and Public Hearing at
the meeting of October 22, 2002.
I / V. CONSENTCALENDAR— RECOMMENDATION: APPROVAL
?,�X C -A ENGINEERING PROPOSAL FOR RECONSTRUCTION OF VARIOUS
ALLEYS
This proposal provides for engineering design and construction
management services for the reconstruction of alleys south of Valley
Boulevard (Temple City /Strang) and north of Valley Boulevard (Rio
Hondo /East End and Bartlett/East End).
Recommendation: Approve the engineering proposal and direct staff to
begin preparation of the necessary plans and specifications.
CC -B ACCEPTANCE OF WORK FOR STREET AND STORM DRAIN
IMPROVEMENTS IN OLNEY STREET, RALPH STREET AND HART
AVENUE
Street and storm drain improvements have been constructed in
conformance with the approved plans and specifications.
Recommendation: Accept the project, authorize recordation of the
Notice of Completion by the City Clerk, and authorize release of the
retention payment 35 days after the date of the Notice of Completion.
4CC -C APPROVAL OF PROPOSAL TO PROVIDE ENGINEERING
SERVICES FOR THE PAVEMENT MANAGEMENT SYSTEM
UPDATE FY 2002 -03
This item provides for the biennial update of the City's Pavement
Management System, which is a requirement of receiving Proposition C
funds.

Recommendation: Approve the engineering proposal and direct staff to
perform the update.
�D C -D RELEASE OF SEWER EASEMENT FOR PARCEL MAP 26446 — 7637-
7641 GRAVES AVENUE
A public sewer easement dedication was granted on the parcel map for
sewer purposes and accepted by the City Council on July 23, 2002. The
easement is no longer required; therefore, the easement will be
quitclaimed to the property owner to release the City's interests.
Recommendation: Release the sewer easement, authorize the Mayor to
sign the Quitclaim document, authorize refunding a portion of the cash
deposit in lieu of bonds, plus interest, and direct the City Clerk to arrange
for the recordation of the Quitclaim of Easement.
�J �CC-E AUTHORIZATION TO SEND S.T.A.R. (SUCCESS THROUGH
t / AWARENESS AND RESISTANCE) DEPUTIES TO THE
CALIFORNIA NARCOTICS OFFICERS TRAINING INSTITUTE,
NOVEMBER 23-26,2002, ANAHEIM
This year's Institute includes such training classes as Narcotic Unit
Commanders Workshop, Crisis Communications, Media Relations, Drug
Induced Violence and Aircraft Cabin Safety for Law Enforcement.
Recommendation: Authorize the attendance of Deputies Jeff Donohoo
and Victor Varon.
