RE: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD DECLARING NOVEMBER 15, 2002 AS "AMERICA
RECYCLES DAY" AND ENCOURAGING ALL OF OUR RESIDENTS
TO BUY RECYCLED PRODUCTS WHENEVER POSSIBLE AND
PARTICIPATE IN THE CITY'S CURBSIDE RECYCLING PROGRAM
"America Recycles Day" (ARD) is a nationwide movement to encourage and support
recycling efforts in communities of all sizes. What starts out as an individual decision to
recycle, builds into a coast to coast movement that ultimately makes our country a
cleaner, more efficient and better place to live and raise our families. In celebration of
"America Recycles Day," everyone is invited to pledge to buy recycled products and
commit to participating in a recycling event on November 15, 2002.
California has participated in "America Recycles Day" since it first became a national
event in 1997. Nationally, ARD sponsors include the Integrated Waste Management
Board, the California Department of Conservation and the California Resource Recovery
Association.
Each year, Americans generate more than 217 million tons of municipal solid waste.
That's more than 4.4 pounds per person per day. While the nation has reached an overall
recycling rate of more than 28 percent, much more can be done, especially in closing the
loop and purchasing products made with recycled content.
Here in Rosemead, the City and its refuse collection contractor, Consolidated Disposal
provide a curbside recycling program to residents. In addition, the City participates in
regionwide oil recycling programs, promotes recycling among youth and encourages
recycling at City sponsored events and programs.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 2002-49 declaring
November 15`h as "America Recycles Day."

AND ENCOURAGING ALL OF OUR RESIDENTS TO BUY RECYCLED
PRODUCTS WHENEVER POSSIBLE AND PARTICIPATE
IN THE CITY'S CURBSIDE RECYCLING PROGRAM
WHEREAS, to focus the nation's attention on the importance of recycling and closing the loop, businesses,
industries, government agencies, non-profit organizations and individuals have joined together
to celebrate America Recycles Day and are encouraging their employers, staff, customers,
membership and all residents to pledge to buy more recycled-content products starting on
November 15, 2002; and
WHEREAS, participating in America Recycles Day is one way citizens can help raise awareness about the
need to reduce waste by reusing, recycling and buying recycled products; and
WHEREAS, recycling saves natural resources and energy, reduces the need for landfills and incinerators and
as such helps the environment, generates significant economic benefits and stimulates the
development of green technology; and
WHEREAS, the theme of America Recycles Day is "Make Every Day America Recycles Day;" and
WHEREAS, community leaders need to spread the word about the excellent recycling programs they have
established, the growth of markets for recyclable materials and the importance of buying
recycled products; and
WHEREAS,, recycling is good for the Rosemead community, the State of California, the United States of
America and the entire world.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemead calls upon its
residents to "buy recycled" and participate in recycling programs.
PASSED, APPROVED AND ADOPTED this 22"" day of October, 2002.
