RE: APPROVAL OF FUND TRANSFER - CALIFORNIA LAW
ENFORCEMENT TECHNOLOGY EQUIPMENT PURCHASE GRANT
(CLEEP) FUNDS.
The City of Rosemead is a recipient of California Law Enforcement Technology
Equipment Purchase Grant (CLEEP) funds. In FY 2000, the funds were designated to be
used for the City's portion of the development and enhancement of LARCIS - a
computer program designed to house and provide electronic access to crime information
on a local and regional basis. In FY 2001, the funds were used for various computer
system enhancements and security/surveillance technology.
For FY 2002, staff proposes that funds in the amount of $33,150 be used for the purchase
of an Evidence Management System, as well as other technology based equipment that
will be used for law enforcement activity in the community.
This system will enable our Rosemead team of deputies (gang enforcement) and city staff
to take photographs, enter them into a database and introduce them into court as legal
evidence. This particular system is the only one approved by the courts that produces
photographs that can be used in the prosecution of suspects.
During the last budget session (FY 2002-03), the City,Council did not formally approve
funds for CLEEP Capital Outlay. Accordingly, staff is requesting that the Council take
action at this time to approve a transfer of $33,150 from the Public Safety/CLEEP
Miscellaneous Expenses account to the Capital Outlay account. This change will enable
the purchase to be made.
RECOMMENDATION
It is recommended that the City Council approve the fund transfer of $33,150 from the
CLEEP Miscellaneous Expenses account to the Capital Outlay account.

A RESOLUTION OF THE ROSEMEAD COMMUNITY DEVELOPMENT
COMMISSION AUTHORIZING AND CONSENTING TO A JOINT PUBLIC
HEARING WITH THE CITY COUNCIL OF THE CITY OF ROSEMEAD WITH
RESPECT TO THE REDEVELOPMENT PLAN FOR ROSEMEAD
REDEVELOPMENT PROJECT AREA NO. 1, AMENDMENT 4 AND THE
NEGATIVE DECLARATION PREPARED IN CONNECTION THEREWITH
. WHEREAS, the Rosemead Community Development Commission (the "Commission")
has initiated proceedings for the Redevelopment Plan for the Rosemead Redevelopment Project
Area No. 1, Amendment 4 (the "Amendment 4"); and
WHEREAS, the Commission and the City Council of the City of Rosemead (the "City
Council") must hold a joint public hearing for the purpose of considering the proposed Amendment 4
and the Negative Declaration; and
WHEREAS, Redevelopment Law Section 33452 requires that a notice of said public
hearing be published in a newspaper of general circulation and be mailed to each property owner,
resident, business and affected taxing agency.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Rosemead Community
Development Commission as follows:
SECTION 1: The Rosemead Community Development Commission hereby authorizes
and consents to holding a joint public hearing with the City Council for the purpose of considering
Amendment 4 and the Negative Declaration at the following time and place:
Date: September 24, 2002
Time: 7:00 p.m.
Place: Rosemead City Hall Council Chambers
SECTION 2: The Secretary of the Commission, in cooperation with the City Clerk, is
authorized and directed to give notice of such public hearing in the form and manner required by
law.
