LOCAL LAW ENFORCEMENT BLOCK GRANT (LLEBG) FUNDS
A.1. RESOLUTION NO. 01 -23 — A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD AUTHORIZING SUBMITTAL OF GRANT
FUNDING REQUEST UNDER LOCAL LAW ENFORCEMENT BLOCK
GRANTPROGRAM
This public hearing is to permit public input on the LLEBG Advisory Board
recommendation. The resolution authorizes submittal of the LLEBG application
for FY 2001 in the amount of $123,258 and approves matching funds of $13,695
from unappropriated reserves.
Recommendation: Receive any public input; and adopt Resolution No. 01 -23.

B. PUBLIC HEARING— RECOMMENDED EXPENDITURES OF CITIZEN'S
/ OPTION FOR PUBLIC SAFETY (COPS) FUNDS
This public hearing is to permit public input on Sheriffs Department expenditure
recommendations prior to City Council review and approval of COPS funding
recommendations.
Recommendation: Approve appropriation of funding per Sheriff's Department
recommendation.

Recommendation: Adopt Resolution No. 01 -25, for payment of City
expenditures.
C. RESOLUTION NO. 01 -24 —A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD APPROVING THE APPLICATION TO APPLY
FOR GRANT FUNDS FOR THE PER CAPITA GRANT PROGRAM UNDER
THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND
COASTAL PROTECTION BOND ACT OF 2000
The City of Rosemead was notified by the California Department of Parks and
Recreation that $520,000 has been allocated to the City to meet an urgent need for
parks and recreational facilities. The resolution allows the City to use the funds
for the community center being constructed on Garvey Avenue.

DETERMINATIONS WITH RESPECT TO REDEVELOPMENT AGENCY
`" l PAYMENT FOR THE RECONSTRUCTION OF HELLMAN AVENUE
BRIDGE OVER ALHAM 3RA WASH
By adopting this resolution, the City Council finds that Redevelopment Agency
payment for the project benefits Project Area No. 1, there are no other reasonable
means of financing, and that the project will eliminate blighting conditions by
providing a bridge structure that meets current seismic and safety codes and will
provide improved vehicular access along roadways within and adjacent to Project
Area No. 1, thus enhancing the value of abutting properties.
Recommendation: Adopt Resolution No. 2001 -26

r J ASSOCIATION'S 21 ANNUAL FALL SEMINAR, SEPTEMBER 21 -23,
2001, NEWPORT BEACH
This year's program focuses on panel discussions on "Avoiding the Appearance
of Conflicts: A Workshop for Public Officials ".
Recommendation: Authorize the attendance of any Councilmember, City
Manager and staff as assigned by the City Manager.

CC -B APPROVAL OF UNDERTAKING AGREEMENT AND ACCEPTANCE OF
SEWER EASEMENT FOR TRACT MAP 53 197 — 7703 —7711 HELLMAN
AVENUE
This item was deferred from the Council meeting of July 10, 200 L The applicant
for Tract Map 53197 has submitted an Undertaking Agreement and surety bonds
to guarantee the construction of public sewer and right -of -way improvements
subsequent to the recordation of the tract map. A public sewer easement
dedication is required to be granted on the map for sewer purposes. All other
conditions of approval have been meet.
Recommendation: Approve the undertaking agreement; accept the dedication of
the sewer easement; and direct the City Clerk to arrange for the recordation of the
map.
CC -C RECEIPT AND AWARD OF BIDS FOR THE ROSEMEAD RESIDENTIAL
(/ U/ REHABILITATION PROGRAM, DEFERRED LOAN — 3751 BROOKLINE
AVENUE
Reconmendation: Accept and award contract to AMP Construction, owner
selected bidder, for this program in an amount not to exceed $17,000.
/D(/0 CC -D RECEIPT AND AWARD OF BIDS FOR THE ROSEMEAD RESIDENTIAL
( REHABILITATION PROGRAM, DEFERRED LOAN — 8112 HELLMAN
AVENUE
Recommendation: Accept and award contract to Nick's Remodeling, owner
selected bidder, for this program in an amount not to exceed $17,800.
CC -E PROVAL OF COOPERATIVE AGREEMENT BETWEEN THE CITY AND
AGENCY FOR TRAFFIC SIGNAL IMPROVEMENTS AT THE
�I/f INTERSECTION OF HELLMAN AND JACKSON AVENUES AND AT THE
L� ENTRANCE TO THE GARVEY COMMUNITY CENTER
This is an agreement between the City and Redevelopment Agency to jointly
undertake the construction of traffic signals at Hellman/Jackson Avenues and the
entrance to the Garvey Community Center, along with appurtenant street
improvements and school signage. The City will be the lead agency.
Recommendation: Approve the agreement.
CC -F APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO SEEK BIDS FOR TRAFFIC SIGNAL IMPROVEMENTS AT THE
INTERSECTION OF HELLMAN AND JACKSON AVENUES AND AT THE
ENTRANCE TO THE GARVEY COMMUNITY CENTER
This project provides for the construction and installation of traffic signals at
Hellman/Jackson Avenues and at the entrance to the Garvey Community Center,
along with appurtenant street improvements and school signage.
�D CC -G ACCEPTANCE OF WORK FOR STORM DRAIN IMPROVEMENTS IN
GRAND AVENUE
Storm drain improvements have been constructed in conformance with the
approved plans and specifications and are ready for acceptance.
Recommendation: Accept the project, authorize recordation of the Notice of
Completion by the City Clerk, and authorize release of the retention payment 35
days after the date of the Notice of Completion.
