" RESOLUTION NO. 01 -19 - CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 01 -19, for payment of City II 7 expenditures. V B. RESOLUTION NO. 0 1 -20 - A RESOLUTION OF THE ROSEMEAD CITY COUNCIL FIXING THE EMPLOYEE'S CONTRIBUTION UNDER THE PUBLIC EMPLOYEES' MEDICAL AND HOSPITAL CARE ACT This resolution would continue the City's full payment of health insurance premiums for employees once they retire. Currently, retirees who participate in the PERS health insurance program, have the portion of the premium cost, which is not paid by the City, deducted from their pensions. This Resolution would allow retirees to receive their fidl pension with the City paying PERS directly for the cost of retiree health insurance. Recommendation: Adopt Resolution No. 01 -20. CCAGENDA:7 -10 -01 Page 9 1 By adopting this resolution, the Rosemead City Council finds that Redevelopment Agency payment for the project benefits Project Area No. 1, there are no other reasonable means of financing, and that the project will eliminate blighting conditions by providing a continuous, reliable operation of traffic signals on roadways within and adjacent to Project Areas No. 1 and No. 2, thus enhancing the value of abutting properties. Recommendation: Adopt Resolution No. 01 -21. ORDINANCE NO. 819 – AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD EXTENDING ORDINANCE NO. 811 WHICH Gj IMPOSED A MORATORIUM ON THE ISSUANCE OF ANY PERMITS OR ENTITLEMENTS FOR GARMENT MANUFACTURING PROCESSING OR ASSEMBLING IN THE M -1 ZONE Ordinance No. 811 was adopted as an urgency ordinance and was put in place for 45 days. Prior to the expiration date, the Council adopted Ordinance No. 812 which extended the moratorium for an additional 10 months and 15 days. This extension expires on July 27, 2001. Recommendation: Introduce and place Ordinance No. 819 on first reading and schedule the item for a 2 " reading at the meeting of July 24, 2001. /n ORDINANCE NO. 820 – AN URGENCY ORDINANCE OF THE CITY t(/ COUNCIL OF THE CITY OF ROSEMEAD AMENDING THE ROSEMEAD MUNICIPAL CODE BY PROHIBITING THE USE, POSSESSION OR SALE OF PROPANE GAS IN CITY PARKS Complaints have been received regarding the unsafe use of propane gas by vendors and park patrons cooking food, often apparently for sale. In order to protect the health, peace, and safety of the general public and that of the neighbors surrounding City Parks, this Ordinance is declared to be an urgency ordinance and will take effect immediately upon its adoption. Recommendation: Adopt Urgency Ordinance No. 820. IV. CONSENT CALENDAR- RECOMMENDATION: APPROVAL C -A APPROVAL OF FIVE YEAR EXTENSION OF CONTRACT FOR ANIMAL CONTROL SERVICES BETWEEN THE CITY AND COUNTY OF LOS ANGELES ANIMAL CARE AND CONTROL DEPARTMENT Consideration of 5 -year extension of contract to continue to provide animal control services. The Department collects fees from pet owners on behalf of the City and applies that revenue against the cost of delivering animal control services. Recommendation: Renew the agreement for five years and continue the current license fee structure of $20 for unaltered dogs, $10 for altered dogs and $5 for senior citizens. CCAGENDA:7 -10 -01 Page 42 I l C -B :XTENSION OF AGREEMENT — PARKWAY AND MEDIAN LANDSCAPE MAINTENANCE Mariposa Horticultural Enterprises, Inc., has maintained the City's parkways and medians since May 25, 1982. The contractor would like to extend the agreement for another year without an increase in fees. Recommendation: Extend the Agreement for one year and authorize the Mayor to execute the Extension of Agreement. CC -C AUTHORIZATION TO ATTEND 2001 ASIAN CRIME AND GANG SEMINAR, ANAHEIM, SEPTEMBER 4 -7, 2001 This year's seminar includes topics on Regional Updates on Asian Gangs, Legal Updates, Crimes Relating to Asian Gang Involvement, and Origination of Asian Gangs. Recommendation: Authorize the attendance of any Councilmember and Rosemead Team Deputies Valenzuela and Zarate. CC -D RENEWAL OF AGREEMENT WITH QRS LIGHTING, INC., FORMERLY KNOWN A RELIABLE LIGHTING SERVICE, FOR PARK MAINTENANCE LIGHTING QRS (formerly Reliable Lighting Service, Inc.) has requested an extension of their Agreement for maintenance of park facility lights. Recommendation: Approve the Extension of Agreement and authorize its execution by the Mayor. C -E APPROVAL OF UNDERTAKING AGREEMENT AND ACCEPTANCE OF a SEWER EASEMENT FOR TRACT MAP 53197 - 7703-7711 HELLMAN AVENUE The applicant for Tract Map 53197 has submitted an Undertaking Agreement and surety bonds to guarantee the construction of public sewer and right -of -way improvements subsequent to the recordation of the tract map. A public sewer easement dedication is required to be granted on the map for sewer purposes. All other conditions of approval have been met. Recommendation: Approve the undertaking agreement; accept the dedication of the sewer easement; and direct the City Clerk to arrange for the recordation of the map. Vl. STATUS REPORTS —None V11.
