Mrs. Nanny Larsen, the Dinsmoor House caretaker recently passed away. Her husband immediately
relocated with the assistance of their daughter. As the house is now vacant, it needs to be properly
secure while we consider options for future use of the facility.
Post Alarm Systems, which provides security systems for other city facilities, has evaluated
Dinsmoor's security needs and submitted a proposal for services. The proposal (a copy is attached)
contains several system configurations: a partial system for the installation cost of$2,265 and monthly
monitoring of $17. The second option includes window contacts for an additional $1,560 for a total
of $3,816 and the same monthly monitoring of $17.
While the city's landscaping contractor maintains the grounds, the house has not received much
attention over the years. The original agreement between the Dinsmoor Heritage House Committee
and the Larsen's called for the caretaker to maintain the premises and to perform minor painting.
Over the course of the last year, we observed that a number of deferred maintenance and repairs
would be in order. These include but may not necessarily be limited to plumbing, roofing, windows
and interior/exterior painting.
Before proceeding with any improvements beyond the recommended security system, it would be
prudent to enlist the services of a consultant familiar with renovation of historic properties to scope
the range and magnitude of restoration costs associated with several facility use options. Staff has
contacted an architect by the name of Tom Nott, who would charge the City $500 for a preliminary
report on what it would cost to restore the Dinsmoor House.

Once staff has received the report, we would bring this item back before the Council for further
action.
RECOMMENDATION:
It is recommended that the City Council approve Post Alarm Systems' proposal for the full system
installation and monthly monitoring service and authorize the City Manager to undertaken a cost
assessment/options review for utilization/disposition of the facility for an amount not to exceed $500.
