UNAPPROPRIATED RESERVE TO ORGANIZATIONS 4150, 4180, 4310,
4330, 4340, 4630, 4640, 4650, 4660 and 4840
A review of this year's budget indicates that some departmental accounts have
exceeded their budgeted amounts. Although total expenditures for the City are under
budget, the City auditors are requiring that the City Council take Minute action to
approve budget transfers from unappropriated reserve to each department. Listed
below are the requested transfers:
City Attorney (4150) - $17,260 is requested to cover the costs for special
contractual services.
Buildings (4180) - $48,300 is requested to cover additional costs for grounds
and office equipment maintenance and energy expenses.
Parking Control (4310) - $6,900 is requested to cover additional costs for
processing parking citations.
Animal Regulations (4330) - $3,000 is requested to cover addtional costs.for
animal control activities.
Street Lighting (4340) - $19,000 is requested to cover costs for energy
expenses.
Traffic Signal Maintenance (4630) - $33,000 is requested to cover additional
costs for signal maintenance and energy expenses.
Maintenance Trees and Parkway (4640) - $12,000 is requested to cover
additional costs for maintenance of parkways on Garve Avenue

Maintenance Signs and Striping (4650) - $45,000 is requested for maintenance
of street signs, striping and marking.
Public Transit (4660) - $184,410 is requested for both the Shopper Shuttle and
Dial-A-Ride programs due to Laidlaw's late billing.
Recreation Fee & Charge (4840) - $10,540 is requested to cover the costs for
the increase in classes. A similar increase is reflected in revenues.
The estimated expenditures for 2000-01 is $16,975,818. The adopted 2000-01 Annual
Budget is $19,345,028. These figures indicate that the City will again come in under
budget.
RECOMMENDATION
It is recommended that the City Council authorize a transfer of $379,410 from
unappropriated reserves to cover additional costs incurred during the current fiscal
year 2000-01 for organizations 4150, 4180, 4310, 4330, 4340, 4630, 4640, 4650, 4660
and 4840.

Councilman Taylor stated that he voted no as he did at the Budget Study session because
there is not a Redevelopment Agency budget to cross correlate many of the items.
