The California Energy Commission will soon be accepting applications for the Light
Emitting Diode (LED) Traffic Signal Conversion Program. This is a program to encourage
public agencies to replace incandescent traffic signal lights with energy - efficient LEDs. The
grant will fund a part of the cost of labor and material for installing the lights.
An LED is a tiny, electronic light about the size of a pencil eraser, with many of these lights
used together in an array, which fills the entire signal light lens. LEDs yield an overall
greater brightness, last for years instead of months and save a great amount of energy.
LEDs use an average of 90 percent less energy. A typical 12 -inch red incandescent light
uses approximately 136 kilowatts versus 14 kilowatts for an LED. LED lights are now
Caltrans- approved for use in traffic signals.
The total cost to replace all red, green, and amber traffic signal lights pedestrian heads in
the City is estimated to be about $260,000. The eligible grant amount would be $140,000
($50 /red & amber lights; $100 /green light;$100 /ped head). The out of pocket cost to the
City is estimated to be $120,000, including development of specifications for execution of
the replacement_ process. This amount can be funded from unappropriated gas tax
reserves.

On November 14, 2000, City Council will consider Resolution 2000 -59, which will authorize
staff to pursue grant funding for conversion of incandescent traffic signal lights with LED.
The original staff report submitted to you on November 9, 2000, discussed only the
replacement of red and green lights only. Based on information received this morning, we
feel it makes more sense, to pursue a grant to replace all lights, including amber and
pedestrian heads, at this time as future grant funding may not be available, and the energy
savings to the City are substantial. It would only take about 2.4 years to recover the costs
of the conversion of all lights.

Currently, the annual cost for signal energy is $58,000, which covers the complete
operation of the traffic signal including safety lighting, pedestrian indicators and controller
operation. The total energy savings utilizing all LED traffic signal lights is estimated to be
$50,000 /year. This yields a payback time of only 2.4 years.
An additional benefit to an all LED traffic signal is that due to its low energy demand, signal
operation at an intersection can be maintained by a battery backup system if desired.
The California Energy Commission requires an authorizing resolution be submitted with the
grant application.
RECOMMENDATION
Authorize staff to apply for the LED grant;
Prepare specifications and implement traffic signal light replacement upon grant
approval;
Appropriate the necessary funds from unappropriated gas tax reserves; and
4. Adopt Resolution 2000 -59.

AUTHORIZING APPLICATION TO STATE OF CALIFORNIA ENERGY COMMISSION
FOR A GRANT TO FUND THE REPLACEMENT OF TRAFFIC SIGNALS

WHEREAS, the California Energy Commission provides grants to finance energy efficiency
projects that will reduce peak electricity demand.
NOW THEREFORE, BE IT RESOLVED, that the City Council authorizes the City of
Rosemead to apply for funding from the California Energy Commission to replace
incandescent traffic signals with those using light emitting diodes.
BE IT ALSO RESOLVED, that if recommended for a funding award by the California
Energy Commission, the City Council authorizes the City of Rosemead to accept a grant in
its entirety.
BE IT FURTHER RESOLVED, that the City Engineer is hereby authorized and empowered
to execute in the name of the City of Rosemead all necessary documents to implement and
carry out the purpose of this resolution, and to undertake all actions necessary to
undertake and complete the energy efficiency project.

The yellow lights are not proposed to be replaced as part of this project because their
annual energy use is so low due to their very short on time and long life span. Replacing
the yellow lights would only yield an annual energy savings of $1,150 /year. These lights
will be replaced with LED as they burn out.
The California Energy Commission requires an authorizing resolution be submitted with the
grant application.

Light Emitting Diode Traffic Signal Conversion Program
Program Opportunity Notice
The California Energy Commission will be accepting applications for its Light Emitting Diode
Traffic Signal Conversion Program. This program provides grants to encourage public agencies to
replace incandescent traffic signals with light emitting diodes (LEDs). The grants will pay for part
of the material and labor costs for installing red, green, amber and pedestrian LED traffic signal
modules.
Who's eligible? Any California city, county, federal or state agency, public university and college,
special district, regional planning agency or any combination thereof that owns and/or operates
traffic signals is eligible. - 1.
How much is available? Up to $10 million is available for grants. The maximum grant amount
per public agency is $3.5 million, and there is no minimum amount. The grant will be based on
incentives paid for the installation of red, green, amber and pedestrian LED traffic signal modules.
The incentives range from $25 to $100 per module.
What projects are eligible? The installed projects must reduce California's peak period electricity
demand and be operational and reducing peak electricity demand by June 1, 2001. The projects
must result in the replacement of incandescent traffic signal modules with those using LEDs. Only
the following LED traffic signal modules are eligible for funding:
a) Modules must be hard -wired (Type 1) replacements for the balls and arrows.
b) Pedestrian signals can include either the hand only conversion or. the combined hand/walking
person unit.
c) Modules must meet either the California Department of Transportation (Caltrans).or the
Institute of Transportation Engineers (ITE) specifications.
d) Modules must not exceed the maximum power demand ranges indicated in the grant
application.

What is the application deadline? Applications will be accepted on a first -come, first -served
basis. The funds are only available to applicants submitting applications received on or before
March l,'2001, or when all funds available are awarded, or the Commission determines that

there is no longer a need or interest to continue with an incentive program for LED traffic
signals, whichever comes first. The Commission reserves the right to cancel the solicitation at
any time or reject any or all applications received.
What if I need additional funds to complete my project? For cities, counties, public
universities and colleges, special districts and regional planning agencies, the Commission has
loans to supplement the grant. The interest rate is 6 percent. For information, please complete

Councilman Taylor asked how many of the City's signals are 12" (referring to the
demonstration of 12" signal light earlier), as the City has several smaller size signals.
Ken Rukavina, City Engineer, responded that the City has a combination of 8" and 12 ".
Councilman Taylor that he favors the project, but what is involved with retrofitting?
Frank Tripepi, City Manager, requested that the Council approve the resolution giving
authorization to file for the grant which will involve a time frame of approximately 9 months to
one year before approval. In the meantime, staff will provide Council with the specifics of this
project. Mr. Tripepi stated that this item will be before the Council again, as funds will need to
be appropriated in the future.

Councilman Bruesch asked that staff investigate the savings possibility of the battery
back -up in maintaining the lights.
Mayor Clark stated that this will not only save money in the long run because of the
energy savings, but it is an environmentally good step to take.
