TRAFFIC SURVEY — MISSION DRIVE & DE ADALENA STREET
In 1999, the City Council adopted the citywide Engineering and Traffic Survey. The survey
included 36 street segments within the City. However, because of the Valley Boulevard
reconstruction project, three streets — Valley Boulevard, Mission Drive, and De Adalena Street,
were not surveyed at that time. Upon completion of construction on the street, staff surveyed
Valley Boulevard and submitted the First Addendum to the traffic survey for City Council
approval on September 14, 1999.
• Staff is now submitting the Second Addendum to the traffic survey for Mission Drive and De
Adalena Street. This item was previously before the City Council on May 23, 2000. However,
at that time, additional information on De Adalena Street was requested. Attached is the
reported accident history and traffic collision report for De Adalena Street.
RECOMMENDATION:
It is recommended that the City Council approve the Second Addendum to the 1999 Engineering
and Traffic Survey.

Enclosed are the findings of the engineering and traffic surveys for Mission Drive and
De Adalena Street. These surveys are to be included as an addendum to the
Engineering and Traffic Survey passed by the City Council on January 26, 1999. A
summary of the findings is as follows:
Mission Drive

85th percentile speed — 41 mph
3 -year accident history (# accidents) — 8
Calculated Accident Rate (accidents /million vehicle miles) — 0.90
Average Accident Rate (accidents /million vehicle miles) — 1.55

Based on the above findings and highway characteristics not readily apparent, the
following speed limits are recommended:
Mission Drive
• Valley Boulevard to Rosemead Boulevard —40 mph
• Rosemead Boulevard to Walnut Grove Avenue — 40 mph
• Walnut Grove Avenue to West City Limits — 40 mph
De Adalena Street
• Rosemead Boulevard to Ellis Lane — 25 mph
This addendum was conducted in accordance with applicable provisions of the
California Vehicle Code (CVC), following procedures outlined in the California
Department of Transportation (Caltrans) Traffic Manual. The addendum is intended to
satisfy the requirements of Section 40802(b) of the CVC to enable the continued use of
radar for traffic speed enforcement.

RE: Reported Accident History on De Adalena Street - Engineering and
Traffic Survey Addendum No. 2
As requested by Councilmember Taylor, the reported accident history on De
Adalena Street for the Engineering and Traffic (E & T) Survey Addendum No. 2
has been researched. Attached is the summary of the accidents as reported by
the California Statewide Integrated Traffic Records System ( SWITRS). Based on
this summary, the reported accidents can be described as follows:
Location and Description
1. 550 feet east of Rt. 164
Day /Date/Time
Monday, May 11, 1998, 4:40 p.m.
Eastbound vehicle proceeding straight collided
head -on with a westbound parked vehicle. The
cause of the collision was inattention. No injuries
were reported.
2. 800 feet east of Rosemead BI.- Sunday,July, 11, 1999,11:00 p.m.
A vehicle traveling in an unknown direction sideswiped
a westbound parked vehicle: -The cause of the collision
was not stated. No injuries were reported.
The complete accident reports could be obtained from the Temple Sheriffs

Councilman Taylor explained that Marshall Avenue where it deadends at Savannah
School is posted at 35 mph; Rio Hondo Boulevard in front of the school is posted 30 mph, as is
n/s Ellis Lane. De Adalena between Ellis Lane and Rio Hondo, is posted at 25 mph, and
according to the Prevailing Speed Measurement listed, the 10 mph pace (25 -34) is 71 %. Mr.
Taylor continued that the recorded accident history lists only two accidents, both from careless
driving and not because of speeding. Mr: Taylor stated that the 25 mph speed limit is not consist
with what is posted on the other streets and that he recommends that De Adalena Street be posted
at 30 mph.

V. MATTERS FOR DISCUSSION AND ACTION
A. APPROVAL OF WATER QUALITY AUTHORITY AMENDMENTS TO
AB 2544 (CALDERON)
Mayor Clark explained that this is a bill that would make changes to the enabling act of
the San Gabriel Basin Water Quality Authority, of which she has served on that Board since
1992. Ms. Clark stated that the bill is still being worked on and Senator Solis made changes that
are unacceptable to the author. The Committee approved Senator Solis' changes with the caveat
that the author, proponents and opponents meet next week to work out details of what would be
satisfactory. Ms. Clark continued that the legislature will only be in session until the end of
August, and it the bills do no get out, they are dead.
Frank Tripepi, City Manager, suggested that due to time constraints and complexity of
this bill, the Council give Mayor Clark, on behalf of the Council, an open -ended authorization to
instruct the City's lobbyist to work in support of this bill if the amendments are satisfactory and
everyone comes to an agreement, including the Water Quality Board. If there is no consensus
and there cannot be an agreement, then Mayor Clark be authorized to instruct the City's lobbyist
to work in opposition of this bill.
