Ordinance No. 535 - Moratorium on Construction or Development of M-1ORDINANCE NO.535 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ESTABLISHING A MORATORIUM ON CONSTRUCTION OR DEVELOPMENT OF ANY M-1 "LIGHT MANUFACTURING" USE IN THE AREA DESCRIBED ON EXHIBIT "A" ATTACHED HERETO AND DECLARING THE URGENCY THEREOF. THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN AS FOLLOWS : SECTION 1. A moratorium is hereby declared and established on the development and construction of M-1 "Light Manufacturing" uses in the area described on Exhibit "A" attached hereto and in- corporated herein by this reference. No foundation, plumbing, electrical, mechanical or building permit, occupancy permit or authorization or other permit allowing construction, commencement or expansion of such uses shall be approved or issued, while this ordinance is in effect. . SECTION 2. The City has contracted with the Arroyo Group to provide pro essional consultant assistance in an Economic Revitalization Program. The area described on Exhibit "A" hereto has been designated by the Arroyo Group as Study Area 4. The Arroyo Group has identified Study Area 4 as an area with solid economic potential significantly beyond current utilization and designation. SECTION 3. Pursuant to request by the Arroyo Group, the Planning Commission and City Council intend to review and study the area described on Exhibit "A". Such study and review may result in a change of zones, an overlay zone to establish compatible development standards within the area, a precise plan requirement or other administrative zoning devices to insure that future development is in accord with established City policy regarding economic revitalization. • SECTION 4. In the absence of the moratorium hereby imposed, construction, commencement or expansion of M-1 "Light Manufacturing" uses may occur which would be in conflict with the proposed studies and actions and may tend to defect their purpose and adversely affect the public health, safety and welfare thereby. This ordinance is therefore necessary to protect the public safety, health and welfare and is an interim ordinance pursuant to Government Code Section 65858. L 'I • SECTION 5. This ordinance shall be effective immediately upon adoption and shall be in effect for four (4) months from and after the date of adoption. SECTION 6. The City Clerk shall certify to the adoption of this ordinance and shall cause the same to be processed in the manner required by law. PASSED, APPROVED and ADOPTED this 8th of September, 1981.
