AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ROSEMEAD AMENDING
THE PARKING REGULATIONS CONTAINED
IN THE ROSEMEAD ZONING CODE
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN AS
FOLLOWS:
Section 1. Section 9122.6 of the Rosemead Municipal
Code is hereby amended to read as follows:
"9122.6 Establishments Selling Food or Beverages.
Every premises or structure or part of a
premises or structure in any zone, designed
for or intended to be used primarily as a
place where food and/or beverages is sold,
served, given or furnished to be consumed on
such premises or in such structure, shall
provide off-street parking for use exclusively
by the patrons of such premises or structure
with the number of parking spaces for such
patrons to be determined by the number of
• persons which said premises or structure is
furnished and equipped to accommodate, in the
following ratios:
(a) One parking space for every four
persons from 1 to 160;
(b) One parking space for every six
persons from 160 to 250;
(c) One parking space for every ten
persons in excess, of 250.
Such parking area shall be on or contiguous to
the premises in and upon which such premises
or structure is located, or shall be easily
• accessible thereto and within.a reasonable
distance therefrom, and signs indicating the
availability of such parking area for patrons
of such premises or structure shall be posted
in a conspicuous place on or, near the exterior
(if such premises or structure and at such
parking area. If such parking area is not on
or contiguous to said premises, the owner,
operator, or person in charge of the premises

shall submit a plat of such parking area to
the Planning Director showing the location and
design of such parking area and its
accessibility to such premises or structure.
If the Planning Director finds that such
parking area is located within a reasonable
distance from and is easily accessible to said
premises so as to provide parking for the
patrons thereof, the Planning Director shall
approve the same. If the Planning Director
shall not approve such parking area within 15
days after the submission of a plat thereof as
hereinabove provided, such owner, operator, or
.person in charge of such premises or structure
may appeal to the Planning Commission, and the
Planning Commission decision shall be final
and conclusive."

. Section 2. New Section 9122.14 of the Rosemead
Municipal,Code is hereby added to read 'as follows:
"9122.14. Minimum Development Standards Maneuvering
Areas Adjacent to Parking Areas: Such
maneuvering areas shall be arranged in
accordance with the standards, charts, and
diagrams referred to within this Section.
A. Parking Area Circulation.
1. Parking areas and driveways
shall be arranged to permit vehicular
traffic to move into and out of parking
areas, driveways, and ramps without the
backing of any vehicle onto a street or
highway.
(a) A public alleyway of a
minimum paved width of 20 feet' may
be used.for vehicle back-up
providing:
(1) that the balance of
the required back-up distance
is achieved;
(2) that, in the opinion
of the City Engineer, such
parking configurations shall
not create a public safety
problem.

' 2. One-way driveways, ramps and
aisles shall have directional markings to
indicate and assure one-way vehicular
circulation.
3. Vehicular back-up/maneuvering
distances shall be required for all on-
site parking in a manner which provides
for unobstructed vehicular movement.
Surface and subterranean parking shall be
subject to those specific standards which
pertain to each form of parking concept,
and as expressed within this Section.
B. Minimum Turning Radius. The minimum
turning radius for all driveways and access to
parking facilities shall be arranged in
accordance with the standards, charts, and
diagrams referred to within this Section.
C. Ramps and Ramp Grades. All ramps,
regardless of their location on the lot, shall
not exceed a maximum grade of fifteen percent
(15%). The placement and grade of all ramps
shall be subject to the approval of the City
Engineer.

1. Fencing, railing or other
protective structure shall be installed
adjacent to all ramps and below-grade
areas which exceed thirty-two (32) inches
above a ramp surface. Such protective
structures shall be constructed in a
manner approved by the Building Official.
2. Ramps exceeding one (1) foot
rise in twelve (12) feet, 8:33% slope,
shall not be used for handicapped
pedestrian exiting.
3. Ramps exceeding one (1) foot
rise in eight (8), 13% slope, shall not

be used for legal pedestrian exiting.
D. A landscape plan evidencing
compliance with the landscaping requirements
for parking facilities shall be submitted to
the Planning Department. The plan shall be
subject to the approval of the Director of
Parks and Recreation and the Director of
Planning, who shall jointly review said plan.

E. Appendix "A", attached hereto and
incorporated herein by this reference, is that
certain document entitled, "Appendix A -
Rosemead Municipal Code Off-Street Parking
Requirements", which contains charts and
diagrams that define and depict minimum
parking requirements as expressed within this
Section and Chapter."
Section 3. Sections 9122.9(D) and (E) of the 'Rosemead
Municipal Code are hereby amended to read as follows:
"D. Parking Space'Dimensions. The
standard size of required parking spaces shall
be at least ten (19) nine (9) feet wide by
twenty (20) feet long, with adequate space.for
ingress and egress and shall be located in
said building, or outside on the same lot, or
on a parking lot within five hundred (500)
feet of the building subject to approval of
the site by the Director of Planning. The
parking stalls shall be striped with three (3)
inch double lines, six (6) inches apart.
Interior lines shall be nine (9) eight (8)
feet apart. Support columns and/or lighting'
standards shall not intrude into the minimum
dimensions.
E. Small Car Parking Standards. The
use of small car parking shall be allowed only
for manufacturing, industrial and office uses.
The number of small car parking stalls may
consist of 25% of the total number of required
parking stalls. Each small car parking space
shall be eight (8) feet wide and twenty f29j
sixteen (16) feet long. All stalls must be
identified by painting "Small Car" in each
stall using letter no less than ten (10)
inches in height. Support columns and/or
lighting standards shall not intrude into the
minimum dimensions. Small car arkingnshall
be, as much as is racci_ grouped o a

Planning Director.
Section 4. New subsection 9122.9(F) is hereby added to
read as follows:
"F. State of California law and
regulations providing parking standards for
the use of disabled persons shall be fully

complied with in the planning and development
of all parking facilities."
Section 5. The City Clerk shall certify to the
adoption of this ordinance and shall cause the same to be
processed as required by law.
