The subject property consists of four legal single family dwellings. The property is zoned R -2 with
a lot area of 18,000 square feet. Three of the units are tenant - occupied and one unit, 2556 Earle
Avenue, is owner- occupied. The major problems include a garage alteration at 2552 Earle Avenue
and an unpermitted addition, adjacent to and abutting the property line on the north side of 2556
Earle Avenue. The case was initiated in April, 2002, and little compliance has been achieved in over
six months.
Case chronology is as follows:
• May 13, 2002 - "Please" letter and Los Angeles County record search information
mailed to property owner.
• June 17, 2002 - Site inspection: No progress.
• July 8, 2002 - Property declared substandard by Building Official and a Declaration
of Substandard Property filed with Los Angeles County Recorder's office. 30 -day
certified letter mailed and posted.
• July 15, 2002 - Owner's son, Louis Alvarez, telephoned to inform building
inspector that his father was ill and in the hospital. He claimed that all work had
been completed, although subsequent inspection revealed this was not the case.
• July 22, 2002 - Owner's other son, Frank Alvarez, Jr., spoke to building inspector
and advised her-that he would work with his father and brother to comply and
complete the work.

• August 5, 2002 - Inspector met with Frank Alvarez, Jr. at site. List of defects was
discussed and explained. Interior access was gained to 2554 Earle Avenue only.
Some progress was noted, consisting of interior wall repairs, painting, and minor
plumbing leak repairs. Revised list of defects compiled and mailed to property
owner.
• September 10, 2002 - Site inspection: No fiirther progress.
• September 19, 2002 - Site inspection: Took updated photos of overgrown vegetation
at front and rear of property. Inspector also spoke to tenant at 2554 Earle Avenue
and was informed that no additional work had been accomplished. Copies of photos
were mailed to Frank Alvarez, Jr.
• October 19, 2002 - Site inspection: No additional progress.
• October 30, 2002 - Deputy Building Official visited site. He confirmed that very
little progress had been accomplished overall, and that no additional progress had
occurred since August 5, 2002.
• November 12, 2002 - Deputy Building Official and building inspector met with
owner's son, Louis Alvarez, at the site. Interior access was gained to all units.
Revised list of defects compiled and mailed to property owner and both sons. The
revised list of defects was also posted on the property with the Notice of Hearing.
• November 14, 2002 - "Rehab" permit obtained.
A Notice of Hearing was mailed and posted on the property on November 13, 2002. All interested
parties have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions and building code violations be removed and /or corrected by January 2, 2003. However,
if the required permits are obtained, and sufficient progress is achieved by January 2, 2003, the
abatement date may be extended to February 3, 2003.

A recent inspection of the property at the above address has found it to be substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list.
Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement
thereof by correction, if practical, or demolition of the substandard conditions.
As the owner - of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed within thirty (30) days after receipt
of this letter. Be advised if you are renting this property to others the City may file a Notice of Non - Compliance
'With the State Franchise Tax Board. Revenue and Taxation Code Section 17274 states: "No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If in your opinion, you disagree or cannot comply with the above
findings or order, you may request a public hearing. The request for hearing must be within thirty (30) days after
