The subject property consists three tenant - occupied single family residences located in the R -1 zone.
The case was initiated in February, 2002, and no compliance has been achieved in six months.
Case chronology as follows:
• February 25, 2002 - Please letter mailed to property owner.
• March 6, 2002 - Building inspector met with property owner at site. No progress.
List of defects explained and discussed.
• March 25, 2002 - Inspection. No progress.
• April 3, 2002 - Property declared substandard by Building Official and a Declaration
of Substandard Property filed with Los Angeles County Recorder's office. 15 day
certified letter mailed and posted.
• April 9, 2002 - "Bulky item" trash notice mailed to owner and tenants.
• Apri l 11, 2002 - Inspection. No progress.
• April 22, 2002 - Inspection. Minor progress (removal of unpermitted patio covers).
May 20, 2002: Inspection. No additional progress. However, since patio cover had
been removed, an unobstructed view revealed that the middle unit (2739 %z) may
have been a garage conversion. A revised list of defects and County record search
information was mailed to property owner.

July 24, 2002 - Inspection. No additional progress. Property conditions had further
deteriorated (additional trash, junk, debris and vehicles).
August 12, 2002 - Inspector at site to post Notice of Hearing. Tenant at rear unit
showed inspector several mouse traps containing mice. Building inspector notified
Health Department.
A Notice of Hearing was mailed and posted on the property on August 12, 2002. All interested
parties have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard conditions
be removed and/or corrected by October 1, 2002. However, if the required permits are obtained,
and sufficient progress is achieved by October 1, 2002, the abatement date may be extended to
November 1, 2002.

A recent inspection of the property at the above address has found it to be substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list. '
Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement
thereof by correction, if practical, or demolition of the substandard conditions.
As the owner of record; you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed within fifteen (15) days after receipt
of this letter. Be advised if you are renting this property to others the City may file a Notice of Non- Compliance
with the State Franchise Tax Board. Revenue and Taxation Code. Section 17274 states: "No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If in your opinion, you disagree or cannot comply with the above
findings or order, you may request a public hearing. The request for hearing must be within fifteen (15) days after
posting of this notice on the property, must be in writing, and directed to the City of Rosemead Building Official,
8838 East Valley Boulevard, Rosemead, California 91770.
