TRIPEPI, CITY MANAGER DATE: MARCH 19, 2002 RE: 2727 - 2729 1/4 MUSCATEL AVENUE - HEARING The subject property consists of three tenant - occupied single family dwellings located in the R -2 zone. This property was previously under the City's property rehabilitation program in 1997 (different owner). Anew case was initiated in May, 2001, and no compliance has been achieved in over ten months. Case chronology as follows: May 14, 2001 - Please letter mailed to property owner. • June 18, 2001 - Building inspector met with representative from the property management company at the site and explained the list of defects and permit requirements. • July 16, 2001 - "Bulky item" trash notices mailed to property owner and tenants. • July 18, 2001 -Inspection. Conditions at the property had deteriorated since previous inspection. The building inspector contacted the management company and was informed that the property would be cleaned within 24 hours. • July 24, 2001 - Follow -up inspection revealed that only the front yard area had been cleaned. August 15, 2001 - Inspection. No progress. REHAB AGENDA MAR 2 6 2002 ITEM No. • August 27, 2001 - Building inspector again contacted the property management company to emphasize the importance of repairing and maintaining the property. She also reminded them of the permit requirements. • August 28, 2001 - Building inspector met with a handyman at the site. Slow progress and poor workmanship. Trash, junk and debris throughout property. • September 11, 2001 - Property declared substandard by Building Official and a Declaration of Substandard Property filed with Los Angeles County Recorder's office. 30 day certified letter mailed and posted. • September 27, 2001 - Inspection. No progress. • October 30, 2001 - Inspection. No progress. • December 26, 2001 - Inspection. No progress. Staff received copy of Notice of Trustee's Sale scheduled for January 9, 2002. • February 20, 2002 - Updated title report reflected the Declaration of Substandard Property, a Notice of Default, and another Notice of Trustee's Sale scheduled for February 13, 2002. • February 28, 2002 - Inspection. No progress. Property in very poor condition. Trash, junk and debris remained. • March 4, 2002 - Building inspector contacted the finance company conducting the trustee's sale and ascertained that the scheduled sales had been canceled. A Notice of Hearing was mailed and posted on the property on March 11, 2002. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions be removed and/or corrected by May 1, 2002.
