Subject: Garvey Senior Housing Tenant Qualifications and Selection
Criteria
At the prior meeting of the Rosemead Housing Development Corporation, the
Board approved a contract with Levine Property Management Company to
undertake the lease -up program and management of the Garvey Avenue Senior
Citizen Complex. The senior housing project is scheduled for an early July
2002 completion date.
Attached,' as Exhibit "A" is a summary of the minimum qualifications
suggested by staff and the property management company. Exhibit "A" is
similar to the criteria applied to the Angelus project with only a few exceptions
to reflect changes suggested by the property managers and because the Garvey
Avenue project includes two - bedroom units.
The changes are in two categories. The first change pertains to age and was
suggested by the Levine Property Management Company to require attendants
to be at least 45 years of age or older because they have encountered problems
of young family members claiming to be attendants. The second change is to
require not less than two persons in a two - bedroom unit.
The priority for tenant selection is suggested to be on a first -come, first -served
basis utilizing the existing waiting list of interested residents. Currently there
are approximately 450 residents on the waiting list. Each application will be
reviewed in order and, if qualified, would be offered a unit until the complex is
filled. The average age of applicants on the list is 71 years of age.
Under separate cover, Special Housing Counsel, Dave Kroot, will be
addressing citizenship and residency requirements in response to the Board's
inquiry. The legal opinion will be hand delivered to the Board members.
Recommendation
Approve the Tenant Qualifications and Selection Criteria listed on Exhibit " A "
along with any amendments.

Summary of Tenant Qualifications and Selection Criteria
The following Criteria have been adopted by the RHDC Board to establish the minimum age,
income, residency, health standard and the maximum level of financial assets for suitable
tenants. These criteria are as follows:
Minimum Qualifications
Age: 62 years or older for at least one occupant and 45 years or older for co- applicants
and live -in attendants for the handicapped.
Maximum The maximum income shall be 40% of area median income as adjusted for
household size. The minimum income shall be $8,800 per year. For calendar year
2002 the maximum income for a single occupant would be $13,120 and the maximum
income for a two- person household would be $15,000.
Residency: Each tenant shall have been a Rosemead resident for six months preceding
the application submission date. This criteria shall apply to multiple person households
as well as single person households.
Health Suitable for independent apartment living.
e Maximum Assets Ownership of no other real estate and no more than $20,000 per
individual in liquid assets such as stocks, cash deposits, bonds, etc.
Existing Housing Assistance Applicants shall not have lived in another subsidized
unit or benefited from another rental assistance program for one year prior to
submitting an application.
Rent: Consistent with the Angelus project at $250 - $300 per month for a one-
bedroom and $450 for two- bedroom units. Two bedroom units will be reserved fro not
less than two occupants.
Handicapped Handicapped adapted units will be reserved for handicapped residents
only and be selected in order of filing of applications.
