Mr: Flano stated that he would like to see the [traffic signal] light fixed at San Gabriel
Boulevard and Walnut Grove so.that Landisview and Walnut Grove is green and
doesn't cause [traffic] problems.
Mr. Flano also stated that the proposed expansion of Rush Street over Whittier. Narrows
should be pushed as part of the new development at Walnut Grove and Rush.

REQUEST FOR LOADING/UNLOADING ZONE IN FRONT OF 4405 i:» ` ` A'
ROSEMEAD BOULEVARD
Traffic Engineering Deputy Itagaki presented the staff report
RECOMMENDATION:.
Based on field observations and favorable reported accident history, the
installation of a 30 -foot passenger loading/ unloading zone is recomineride
immediately south of the northerly driveway of 4405 Rosemead Boulevard. The.
- loading /unloading zone shall be identified with white curb and one sign_ reading
-
"Loading Zone 7:30 to 8:00 a.m. and 2:30 to 3:00 p.m. Monday - Friday (green
on white).
Should the Traffic Commission approve this recommendation, this request will
be forwarded to Caltrans for their approval. The approval by Caltrans
necessary because Rosemead Boulevard is under their jurisdiction. After
Caltrans approval is received, this item will be forwarded to City Council.
It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf,
and carried unanimously to approve the Traffic Engineer's recommendation

B. REQUEST FOR SPEED BUMPS ON MUSCATEL AVENUE BETWEEN
KLINGERMAN STREET AND FERN AVENUE
Traffic Engineering Deputy Itagaki presented the staff report.
RECOMMENDATION:
It was recommended that 25 mph signs be installed on Muscatel Avenue north of
Klingerman Street (northbound) and south of Fern Avenue (southbound). It was
also recommended that the radar trailer be placed on Muscatel Avenue
(northbound) during its next available assignment in the City.
It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp,
and carried unanimously to approve the Traffic Engineer's recommendation..
V. STAFF REPORTS
Jraffic-Engineering Deputy Itagaki updated the Commission on the Janson
School.issue:: She a meeting at the district office, at which time they
decided t MAII6w -up and drop -off of pre- school - daycafe children through
the new, parking lot, and they've also allowed teachers to_ park - there. This will be
considered phase I, and the neighbors seem to be happy with this decision.
In addition; the:school will continue to allow pick -up and drop -off all around
Janson, in-order-to reduce traffic.
-VI. ` COMMISSIONER REPORTS
_Commissioner Knapp stated that she has received request from residents in the
area Boulevard and Ivar Avenue, to look into a stop sign on
Ramona/ Ivar.
Commissioner Knapp thanked everyone for all their help with the Parade, and
encouraged everyone to watch it on cable (Charter Communications).
Vice- Chairman Quintanilla stated that the sensor at Valley and Mission/ Rio
Hondo needs to be looked at.
Vice - Chairman Quintanilla thanked Commissioner Knapp for all her hard work
on the Parade.

Commissioner Knapp requested that the August meeting be moved from August
1 to August 8th.
It was moved by Commissioner Knapp, seconded by Commissioner Matsdorf,
and carried unanimously to move the August meeting to August 8th
VII. ADTOURNMENT -
Commissioner Knapp asked that the meeting be adjourned in memory of
Commissioner Baffo's mother, who passed away this past weekend.
There being no further business to come before the Commission, the meeting was
adjourned at 7:38 p.m., with 13 people in the audience.

REQUEST
A request was made by Commissioner Matsdorf to review the traffic controls on
Mission Drive at Delta Avenue. This request was a result of a recent traffic
collision" at the .intersection involving a pedestrian. Commissioner Matsdorf
requested staff rev ew the reported collision history and need for additional traffic
controls at the intersection.'
Mission Drive is a 64 -foot wide 'secondary arterial throughout the City. There are
two lanes of travel in each direction separated by_,a_double yellow centerline.
There is : a white marked crosswalk on the -west leg of Mission Drive at Delta
Avenue. ,On- street parking is generally allowed o_ n_ both sides of the street. The
posted speed limit is 40, mph
Delta Avenue is ".a; 40 -foot wide residential roadway. Delta Avenue is Stop
controlled at its intersection with Mission Drive. There is a white crosswalk on
the north _ leg of Delta Avenue at Mission Drive. Parking is allowed on both sides
of the street. The prima facie speed limit is 25 mph.

Avenue was reviewed for the period from January 1, 1998 through December 31,
2001. There was reported collision during this period.

DISCUSSION
Field observation on Mission Drive at, Delta.Avehue.',rev6aled no.- ;visibility.,
constraints for vehicles on Delta Avenue. The white - crosswalks at the
intersection were adequately marked. The sighs :a I pavement markings -
associated with the crosswalk on Mission Drive. were - present:. Parking was
relatively light in the vicinity of Mission Drive and Delia Avenue.
The collision that instigated the request from Commissi_oner.Matsdorf_occurred
on April 8, 2002 at 8:10 PM. The collision involved, a southbound -- pedestrian :
being hit by an eastbound vehicle traveling in_ahe curb._lane _The;= prima ry
collision factor was cited as right -of -way pedestnari This means the.
_,vq. e did -
not yield the right -of -way to the pedestrian. _
The reported collision history indicates the majority of traffic and;_pedestrians
traveling the intersection of Mission Drive and Delta.Avenue. aye.- taking due care.
Staff is only aware of the April 8, 2002 and the March 18, 2000' collisions at the
subject intersection.
Since Mission Drive is a secondary arterial, traffic Joluirie analysis was made to
determine if a traffic signal might be warranted . at- Mission Drive and. Delta
Avenue. The traffic volumes on Delta Avenue would be the determining factor.
The Caltrans Traffic Signal warrants regarding volumes_require 150 - vehicles per
hour for an 8 -hour period from the highest approach of'the minor street. So :from
_
the southbound approach (highest approach) there must - be'8 - hours of traffic
counts equaling 150 /hour. The data indicate the highest recorded hour was the
4:15 PM hour with 61 vehicles. Delta Avenue at Mission Drive does not satisfy
the traffic volumes necessary to warrant a traffic signal.

RECOMMENDATION
Therefore, based on the favorable reported collision history and minor traffic
volumes on Delta Avenue, the installation of a traffic signal at Mission Drive and
Delta Avenue is not recommended at this time.

REQUEST
A letter (attached) requesting additional traffic controls on Marshall Street has
been received from Mrs. Ivy Tang 3669 Earle Avenue. Mrs. Tang is concerned
with the speed of traffic traveling on Marshall. Street particularly between San
Gabriel Boulevard and Walnut Grote Avenue_Mrs. Tang indicates. she would
like to "put a ditch a -stop signor a radar (to monitor the speed) "_bn Marshall
Street_
CONDITIONS
Marshall Street is generally a 40 -foot wide east/west collector street throughout
the City. At the intersection of Earle Avenue 'Marshall Street narrows to 3$ feet
wide. There is one lane of traffic in_each, direction separated by_ single yellow
skip striping. Parking -is generally allowed _' 66th sides of the street._,. The_
posted speed limit is 35 mph _ _.
Earle Avenue at its intersection,_with.Marshall Street is offset. The north leg
Earle Avenue is approximately 35_feet west o the -south leg. _ The _north leg of
Earle Avenue is 36 feet wide. The south leg is 30 feet wide. Both legs of Earle
Avenue are Stop controlled at its intersection with Marshall Street. There are no
traffic stripes on. Earle Avenue. .. Par
king is- allowed on both sides. of the street.
The prima facie speed limit is 25,mph,

DATA
The reported collision history on Marshall Street between San Gabriel Boulevard
and Walnut Grove Avenue was reviewed for the period from January 1, 1999
through December 31, 2001. This review revealed 7 reported collisions
occurring on'Marshall Street. These collisions are summarized below.

A sample. speed `survey was conducted on Marshall ,Street between Earle
Avenue and Rockhold Avenue. A total of 114 vehicles were recorded in a 30-
- minute period' ,
DISCUSSION
Field observation of Marshall Street revealed no visibility constraints at the
intersections with residential streets. Parking along.Marshall Street between San
Gabriel' _Boulevard .and Walnut Grove Avenue _was _ very light. Pavement
markings and striping along the roadway was adequate:
Mrs. "Tang- requested several: traffic control device's that -felt would help
reduce the gpeeds along Marshall Street. Her first suggestion was to install a
'ditch" *in Marshall' Street:. - Based on other locations in the City, I believe the
"'ditch" she is referring to - is the cross- gutters that sometimes create a "ditch" or
"dip — in the roadway. - It is true . that most motorists will deduce their speed when
crossing a °dip" in - the' roadway..= However, these cross- gutters are for drainage
__ purposes onlyand are not'a traffic control device. Therefore, the installation of a
"ditch" or "dip" for the purposes of slowing down traffic is not recommended.
The second suggestion from Mrs. Tang was the installation of a Stop sign. Stop
signs are not intended for the purpose of controlling the speed of the motorist
and should not be utilized for that purpose. Studies have indicated that vehicle
speeds on streets are not influenced by Stop signs after traveling 300 feet from
the sign location.
The guidelines for the installation of Stop signs require an average volume of 200
vehicles and /or pedestrians per hour for an 8 -hour period. The recorded traffic
volumes on Marshall Street and Earle Avenue indicate a total 24 -hour volume of

234 and 339 from Earle Avenue. These volumes would not satisfy the guidelines
for the installation of Stop signs. Or, for that matter, traffic signals either.
Therefore, the installation of a Stop sign or traffic signal on Marshall Street at
Earle Avenue is not recommended at this time.
The sample speed survey on Marshall Street was taken in the afternoon. The
survey identified an 85 percentile speed of 40 mph. The' 85 percentile -speed
is the speed at or below which 85% of the traffic travels.' In other words, 85 %, or
97 of the 114 vehicles recorded, were traveling at or below 40 mph. This is
above the posted speed limit of 35 mph. However,-it.-is not considered
excessive. -
The reported collision data support the idea that vehicles speeds are not
excessive. Only one reported collision ( #5) identified "unsafe speed" as an
associated factor causing the collision.
Mrs. Tang was most concerned with speeds during the rush hours'. J 'is'possible
that higher speeds could be recorded during those'periodsi' However ° - there'is
generally a:higher volume of traffic, which could also reduce speeds-
Mrs. Tang suggested the placement of the radar trailer on Marshall Street. Staff
agrees with this suggestion. The placement of the radar trailer will serve' as a
reminder to motorists of the speed limit on- -Marshall -Street - _,

Subject: Traffic Request
On Marshall Street between San Gabriel/Marshall and Walnut Grove /Marshall
Dear Sir / Madam:
My name is Ivy Tang and I live at 3669 Earle Avenue, the corner of MARSHALL
STREET and Earle Avenue.
I am writing this letter to request the city to do something,to stop the cars and trucks on _
Marshall Street from going too, fast because fight now- it is very dangerous. This is a
residential street and cars and_trucks.are,.gong . oyer 55 this street especially,
during, rush hour. People can't walk across r the other side of the street because the cars _
are going as they are flying pass by you, worse -than on the freeway. This
street is one or two blocks away from the Janson Elementary School. .A lot of kids are
walking on this street when they go to or get off from school. I have two daughters who
are 3 and 7 years old.. There have been, _few,times.that;my;daiighters and I walked across
the other side of the street on Marshall and the cars_ were - comma so fast and they almost
hit us. We got so scared! Gosh! We almost lost ourlives There's no pedestrian way.on
this section of the street. The closest one is tar away from our house. Now; summer is
coming and the daylight time is long,.. see, a. gt,,of _kids.are .riding bicycles; - scooters,
skateboards, running and playing on this street., If cars and trucks, don't follow the speed
limit and keep going so fast, serious. accidents.may occur anytime in -the future. It is just
too dangerous and it may cause, - many -lives if -the city doesn't take any action to correct
the traffic on this street.
Therefore, PLEASE PLEASE PLEASE.for the:safety of our kids and all the people on
our street and in our neighborhood, PLEASE PLEASE PLEASE put a ditch, a stop sign
or a radar (to monitor the speed) on the MARSHALL STREET, between San
Gabriel/Marshall and Walnut Grove/Marshall. I love my house and I love to live.,in
Rosemead city and my family and I don't want to leave this:.pl6ce- Rosemead is -a.very
nice city to live., I notice that people work in.the:Rosemead =city offices are very nice and
cooperative and so are the police officers in this city. They very quick in response to
any complaints or emergency calls! Anyway, I hope you can grant my request and please
look into this matter and let me know what actions are you going to take to resolve this
serious problem on our street, MARSHALL.
