The subject property consists of an owner-occupied single-family residence with a garage
conversion. The property is zoned R-1. The case was initiated in July 2003, and compliance has not
been achieved in over seven months.
Case chronology is as follows:
• July 24, 2003 - "Please" letter mailed to property owner.
• August 4, 2003 - Recipient of "Please" letter notified staff that the property had been
sold.
• August 6, 2003 - "Please" letter mailed to new owner, Daniel An.
• September 15, 2003 - Inspection: no progress.
• September 25, 2003 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's
office. 15-day certified letter mailed and posted on the property.
• October 14, 2003 - Inspection: no progress.
• October 23, 2003 - Property owner at Building Department counter. He stated he
would call to schedule an inspection the following week.

• November 6, 2003 -Building Official at site to determine possible options to resolve
the garage conversion. He determined there is adequate room to provide required
parking. He explained the plan submittal process to Mr. An who indicated he would
follow through with the necessary procedures.
• November 13, 2003 - Inspection: no progress.
• November 18, 2003 - Mr. An again at Building Department counter. He was given
Los Angeles County record search information and a CDBG program package. He
stated he would prepare plans for a proposed two-car garage and legalization of the
garage conversion.
• December 4, 2003 - Mr. An submitted above-mentioned plans to Planning
Department for review. Plans were incomplete and Mr. An was advised to resubmit
revised plans, including elevation drawings. A 30-day extension was granted by the
Building Official.
• January 27, 2004 - Inspection: no progress. No revised plans submitted to Planning
Department. Inspector attempted to contact Mr. An, however, the telephone number
on record is no longer in service.
• February 2, 2004 - Building Official at site. No one answered door. He left business
card.
• February 18, 2004 - Building Rehabilitation Appeals Board meeting scheduled for
February 24 canceled. Notice of Cancellation mailed and posted. Notice included
date of new hearing. All interested parties notified.
• March 8, 2004 - Inspector at site. No change.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions be removed and/or corrected by May 3, 2004. However, if the required permits are
obtained, and sufficient progress is achieved by May 3, 2004, the abatement date may be extended
to June 1, 2004.

A recent inspection at the subject address found the property to be substandard as defined by Chapter 99 of the City
of Rosemead Building Code, due to the conditions enumerated in the attached list of defects.
Section 9908 of the Rosemead Building Code declares all such substandard buildings a public nuisance and requires
the abatement thereof by repair, rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation, or demolition of the substandard conditions listed, within fifteen (15) days after receipt of this notice.
Be advised that if you are renting this property to others the City may file a "Notice of Non-Compliance" with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If you disagree with the findings, or cannot comply with the order within
the time specified, you may request a public hearing. Such request for hearing must made, in writing, within fifteen
(15) days after posting of this notice on the subject property. The request for hearing shall be directed to the City
of Rosemead Building Official at 8838 East Valley Boulevard, Rosemead, California 91770.
