The subject property consists of an owner-occupied single-family residence with a garage
conversion and an unpermitted addition to the garage. The property is zoned R-1. The case was
initiated in August 2003, and complete compliance has not been achieved in nearly seven months.
Case chronology is as follows:
• August 25, 2003 - "Please" letter and Los Angeles County record search
information mailed to property owner.
• September 29, 2003 - Inspection: no progress.
• October 13, 2003 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's
office. 15-day certified letter mailed to the property owner and posted at the property.
• November 4, 2003 - Inspection: no access gained to rear yard. However, inspector
was able to verify that an unpermitted roof structure had been removed as well as
the trash and debris that had been stored underneath said cover. A revised list of
defects, deleting those violations, was sent to the property owner.
• December 3, 2003 - Inspection attempted. No access gained, however no visible
progress observed from the driveway.
• January 8, 2004 - Inspection: no progress.

February 18, 2004 - Building Rehabilitation Appeals Board meeting scheduled for
February 24 canceled. Notice of Cancellation mailed and posted. Notice included
date of new hearing. All interested parties notified.
March 9, 2004 - Inspector at site. No change.
To date, no plans have been submitted to the Planning Department to legalize the addition and no
permits have been obtained to restore the garage to its original use.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions and Building Code violations be removed and/or corrected by May 3, 2004. However,
if the required permits and approvals are obtained, and sufficient progress is achieved by May 3,
2004, the abatement date may be extended to June 1, 2004.

A recent inspection at the subject address found the property io' be substandard as defined by Chapter 99 of the City
of Rosemead Building Code, due to the conditions enumerated in the attached list of defects.
Section 9908 ofthe Rosemead Building Code declares all such substandard buildings a public nuisance and requires
the abatement thereof by repair, rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation. or demolition of the substandard conditions listed, within fifteen (15) days after receipt of this notice.
Be advised that if you are rentinq this property to others the Citv may file a "Notice of Non-Compliance" with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: "No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If you disagree with the findings, or cannot comply with the order within
the time specified, you may request a public hearing. Such request for hearing must made, in writing, within fifteen
(15) days after posting of this notice on the subject property. The request for hearing shall be directed to the City
