The subject property consists of an owner- occupied single- family residence with an unpermitted
addition between the dwelling and the garage. The property is zoned R -1. The case was initiated
in October 2003, and full compliance has not been achieved in over six months.
Case chronology is as follows:
October 21, 2003 - "Please" letter and Los Angeles County record search
information mailed to property owner.
November 4, 2003 - Building inspector met with the property owner, Mr. Ong, at
the site. The trash, junk and debris had been moved from the yard areas to the
garage. Mr. Ong indicated that he would submit plans to Planning Department in
an attempt to legalize the unpermitted addition. A revised list of defects was
compiled and mailed to Mr. Ong.
December 11, 2003 - Inspection: minimal progress.
• December 29, 2003 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's
r office. 15- daycertified letter mailed to the property owner and posted at the property.
January 12, 2004 - Property owner came to City Hall. The Building Official
attempted to explain Mr. Ong's responsibilities and options. Due to a language
barrier, the Building Official felt Mr. Ong did not fully comprehend the explanation
and suggested that he return with an interpreter.

• January 13, 2004 - Mr. Ong returned to City Hall with his daughter who speaks
English. The Building Official again explained the property rehabilitation
procedures. Mr. Ong also obtained a CDBG application for possible financial
assistance.
• January 26, 2004 - Certified letter returned "unclaimed" and was resent via first
class mail.
• February 17, 2004 - Inspection: no progress. Trash and debris once again in yard
areas. Revised list of defects compiled and mailed to property owner.
• March 23, 2004 - Inspector at site. No change.
• March 31, 2004 - Building inspector contacted the owner's daughter and emphasized
the need for compliance and explained the Hearing process. A second CDBG
application was mailed to Mr. Ong.
To date, no plans have been submitted to the Planning Department to legalize the addition, no
permits have been obtained, and the CDBG application has not been returned.
A Notice of Hearing was mailed and posted on the property on April 13, 2004. All interested parties
have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions be removed and/or corrected by June 1, 2004. However, if the required permits and
approvals are obtained, and sufficient progress is achieved by June 1, 2004, the abatement date may
be extended to July 1, 2004.

A recent inspection at the subject address found the property to be substandard as defined by Chapter 99 of the City
of Rosemead Building Code, due to the conditions enumerated in the attached list of defects.
Section 9908 ofthe Rosemead Building Code declares all such substandard buildings a public nuisance and requires
the abatement thereof by repair rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation, or demolition of the substandard conditions listed, within fifteen (15) days after receipt ofthis nonce.
Be advised that if you are renting this property to others the City may file a "Notice ofNon- Compliance' with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housi

the time specified, you may request a public hearing. Such request for hearing must made, in writing, within fifteen
