The case was initiated in November 2003 and full compliance has not been achieved in nearly six months. Case chronology is as follows: - November 26, 2003 - "Please" letter and Los Angeles County record search information mailed to property owner. Copies of expired swimming pool permits also included. December 30, 2003 - Inspection: no progress. January 13, 2004 - Property declared substandard by Building Official and a Declaration of Substandard Property filed with Los Angeles County Recorder's office. 15 -day certified letter mailed and posted on the property. Another record search information sheet was included, as well as a notice regarding the upcoming "bulky item" trash pickup schedule. February 3, 2004 - Certified letter returned "unclaimed" and was resent via first class mail. February 3, 2004 - Inspection: the stagnant pool water had been remedied, however all other violations remained. REHAB AGENDA MAY. 2.5 2004 ITEM No. a- • February 9, 2004 - Received letter from property owner requesting a 90 -day extension. The building inspector granted a 30 -day extension with the possibility of further extensions if sufficient progress was achieved. A CDBG application was also mailed to the property owner. • March 25, 2004 - Inspection: minor progress. An additional 30 -day extension was granted. • April 5, 2004 - "Bulky item" trash notice mailed to property owner. • May 6, 2004 - Inspection by Building Official. No further progress observed since previous inspection. Pool area open and accessible due to lack of proper fencing. Pool water was still in good condition. No one at site, and no answer at door. Building Official Icfl business card. • May 10, 2004 - "Notice of Intent to Fence Property" mailed and posted at the property. Deadline of May 12, 2004, at noon. • May 12, 2004 - Inspection: pool secure. To date, no further progress has been achieved, no permits have been obtained, and the CDBG application has not been returned. A Notice of Hearing was mailed and posted on the properly on May 12, 2004. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions and Building Code violations be removed and/or corrected by July 1, 2004. However, if the required permits are obtained, and sufficient progress is achieved by July 1, 2004, the abatement date may be extended to August 2, 2004.
