The subject property consists of a vacant single - family residence and two tenant - occupied units.
The property is zoned R -1. There was a previous "rehab" case against the property in 1978 (same
owner). The current case was initiated in November 2003 and compliance has not been achieved
in over six months.
Case chronology is as follows:
• November 19, 2003 - "Please" letter mailed to properly owner.
• December 15, 2003 - Inspection: no progress.
• December 29, 2003 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's
office. 15 -day certified letter mailed to the property owner and posted at the property.
• January 7, 2004 - "Bulky item" trash notice mailed to property owner.
• January. 20, 2004 - Inspection: no progress. The building inspector noticed
substandard conditions also existed at the two dwellings to the east. A review of
City records revealed that all three houses were on the same parcel. A revised list
of defects was compiled and mailed to the property owner, Mr. Eleff.
• January 22, 2004 - Certified letter returned "unclaimed." A second certified letter
was mailed to an alternate address. A postal return receipt, signed by Mr. Eleff,
confirmed delivery.

• February 11, 2004 - Building Official received message from Mr. Eleff who said he
would be working at the site that day. He left no telephone number or contact
information. The Building Official visited the site that afternoon, however, Mr. Eleff
was not present. No progress was evident.
• March 11, 2004 - Inspection: no progress and no further contact from owner. All
trash, debris and inoperable vehicles remained.
• March 22, 2004 - Building Official received message from Mr. Eleff. He left a
telephone number and said he would be working at the property.
• March 29, 2004 - Building Official visited site. Only minimal progress was noted.
He telephoned Mr. Eleff and advised him that better progress was required. A 30
day extension was granted to show adequate progress.
• April 5, 2004 - "Bulky item" trash notice mailed to property owner.
• May 4, 2004 -Inspection by Building Official. Insufficient progress to justify further
extensions.
This case does not qualify for CDBG assistance. The residence is not owner - occupied and there is
more than one dwelling on the lot.
A Notice of Hearing was mailed and posted on the property on May 12, 2004. All interested parties
have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions be removed and /or corrected by July 1, 2004. However, if sufficient progress is
achieved by July 1, 2004, the abatement date may be extended to August 2, 2004.

The City Building Official has determined by inspection that the following property is substandard,
as defined in Section 9905 of the City of Rosemead Building Laws, because of the defects listed on
the attached letter.
THEREFORE, NOTICE IS HEREBY GIVEN that on Tuesday May 25. 2004, at 7:00 p.m., in the
CityHall, 8838 E. Valley Boulevard, Rosemead, California, a HEARING WILL BE CONDUCTED
before the City of Rosemead Rehabilitation Appeals Board on this matter.
All persons who desire to be heard shall appear before the above Board at said time and place to
show cause why the substandard conditions should not be ordered abated.

State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: "No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."

the time specified, you may request a public hearing. Such request for hearing must made, in writing, within fifteen
