The subject property consists of an owner-occupied single-family residence located in the R-2 zone
with a lot size of 6150 f square feel. The case was initiated in January 2004 and full compliance has
not been achieved in over eight months.
Case chronology is as follows:
• January 20, 2004 - "Please" letter mailed to property owners.
February 23, 2004 - Inspection: good progress.
• April 1, 2004 - Inspection: minor progress.
• May 5, 2004 - Property declared substandard by Building Official and a Declaration
of Substandard Property filed with Los Angeles County Recorder's office. 15-day
certified letter mailed and posted on the property.
• May 24, 2004 - Inspection: minor progress.
• June 24, 2004 - Inspection: no further progress.
July 29, 2004 -Inspection: no progress. Property conditions had further deteriorated
and a revised list of defects was compiled and sent to the property owners. One of
the owners, Teresa Flores, indicated to the building inspector that she lacked the
financial resources to complete the repairs. The inspector informed Ms. Flores that
a representative from the CDBG program would contact her.

• August 5, 2004 - CDBG information and application mailed to property owners.
Several attempts to contact, the owners by telephone were unsuccessful (August 2,
August 3, and August 5).
• August 31, 2004 - Inspection: no progress.
To date, no further progress has been achieved, no permits have been obtained, and the CDBG
application has not been returned.
A Notice of Hearing was mailed and posted on the property on September 14, 2004. All interested
parties have been notified..
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions be removed and/or corrected by November 1, 2004. However, if the required permits are
obtained, and sufficient progress is achieved by November 1, 2004, the abatement date may be
extended to December 1, 2004.

The City Building Official has determined by inspection that the following property is substandard,
as defined in Section 9905 of the City of Rosemead Building Laws,,because of the defects listed on
the attached letter.
THEREFORE, NOTICE IS HEREBY GIVEN that on Tuesday September 28. 2004, at 7:00 p.m.,
in the City Hall, 8838 E. Valley Boulevard, Rosemead, California, a HEARING WILL BE
CONDUCTED before the City of Rosemead Rehabilitation Appeals Board on this matter.

A recent inspection at the subject address found the property to be substandard as defined by Chapter 99 of the City
of Rosemead Building Code, due to the conditions enumerated in the attached list of defects.
Section 9908 of the Rosemead Building Code declares all such substandard buildings a public nuisance and requires
the abatement thereof by repair, rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation, or demolition of the substandard conditions listed, within fifteen (15) days after receipt of this notice.
Be advised that if v ou are rcntina this property to others the City may file a "Notice of Non-Compliance" with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If you disagree with the findings, or cannot comply with the order within
the time specified, you may request a public hearing. Such request for hearing must made, in writing, within fifteen
(15) days after posting of this notice on the subject property. The request for hearing shall be directed to the City
of Rosemead Building Official at 8838 East Valley Boulevard, Rosemead, California 91770.
For additional information or assistance, you may contact the inspector whose name and phone number appears on
the attached list of defects. The required permits may be obtained from 7:00 AM to 11:00 AM, Monday through
Thursday, and from 4:00 PM to - 6:00 PM on Thursdays.
