The subject property consists of an owner-occupied single- family dwelling with a garage conversion
and an unpermitted carport. The owner's son resides in the garage conversion. The property is
zoned R-2 with a lot size of 8045 f square feet. The case was initiated in May 2004 and compliance
has not been achieved in over six months.
Case chronology is as follows:
• May 11, 2004 - "Please" letter and Los Angeles County record search information
mailed to property owner.
• June 17, 2004 - Inspection attempted, however no access was gained into rear yard.
Owner informed inspector that work had commenced, but claimed she was unable to
provide access to the garage. An appointment was set for a follow-up inspection on
June 21, 2004.
• June 21, 2004 -Property owner phoned inspector. She explained that the conversion
remained and that it would be pointless to conduct an inspection at that time. She
indicated that she would contact Planning Department.
• June 30, 2004 - Property declared substandard by Building Official and a Declaration
of Substandard Property filed with Los Angeles County Recorder's office. 15-day
certified letter mailed to the property owner and posted at the property. Another
record search information sheet was included.

• July 19, 2004 - Inspection: no progress.
• August 18, 2004 - Inspection: no progress.
• September 20, 2004 - Inspection: no progress. Inspector sent letter to owner
requesting compliance.
• October 25, 2004 - Inspection: no progress.
To date, no plans have been submitted to Planning Department, no permits have been obtained, and
no progress has been achieved.
A Notice of Hearing was mailed and posted on the property on November 9, 2004. All interested
parties have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board fund the property substandard and order all substandard
conditions and Building Code violations be removed and/or corrected by January 3, 2005. However,
if the garage conversion is abated AND plans for the carport are submitted and approved, permits
are issued, and sufficient progress is achieved by January 3, 2005, the abatement date may be
extended to February 1, 2005.

The City Building Official has determined by inspection that the following property is substandard,
as defined in Section 9905 of the City of Rosemead Building Laws, because of the defects listed on
the attached letter.
THEREFORE, NOTICE IS HEREBY GIVEN that on Tuesday. November 23. 2004, at 7:00 p.m.,
in the City Hall, 8838 E. Valley Boulevard, Rosemead, California, a HEARING WILL BE
CONDUCTED before the City of Rosemead Rehabilitation Appeals Board on this matter.

1. The garage has been altered without approvals or permits and must be restored to its
approved condition and use.
a. Remove all non-permitted interior partition walls from garage.
b. Remove all non-permifed drain, waste and vent piping, plumbing fixtures and gas
piping from the garage.
C. Remove all exposed; open and unsafe electrical wiring, outlet and light boxes,
receptacles, switches, and light fixtures.
d. A paved driveway is required from Bentel Avenue to the garage at rear of properry.
C. Provide access to garage at rear of property as required by removal fo the front and
rear walls of the garage attached to the dwelling.
A permit record search from Los Angeles County is recommended. Enclosed are instructions
on where to obtain this information.
PERMITS ARE REQUIRED for repairs and may be obtained at the Building Department from
7:00 A.M. to 11:00 A.M.; Monday through Thursday; and from 4:00 P.M. to 6:00 P.M.; Thursdays.

A recent inspection at the subject address found the property to be substandard as defined by Chapter 99 of the City
of Rosemead Building Code, due to the conditions enumerated in the attached list of defects.
Section 9908 of the Rosemead Building Code declares all such substandard buildings apublic nuisance and requires
the abatement thereof by repair, rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation, or demolition of the substandard conditions listed, within fifteen (15) days after receipt of this notice.
Be advised that if you are renting this property to others the City may file a "Notice of Non-Compliance" with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: "No deduction shall be
alloyed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If you disagree with the findings, or cannot comply with the order within
the time specified, you may request a public hearing. Such request for hearing must made, in writing, within fifteen
(15) days after posting of this notice on the subject property. The request for hearing shall be directed to the City
of Rosemead Building Official at 8838 East Valley Boulevard, Rosemead, California 91770.
For additional information or assistance, you may contact the inspector whose name and phone number appears on
the attached list of defects. The required permits may be obtained from 7:00 AM to 11:00 AM, Monday through
