RE: 3030 ISABEL AVENUE -REHEARING
The subject property consists of an owner-occupied single-family dwelling located in the P-zone.
There is also a second legal unit on the property with no outstanding violations. This case was
previously before the Board on October 28, 2003. At that time, the Board ordered the case deferred,
and to be returned for Rehearing in November to allow staff sufficient time to communicate with the
owners with an appropriate translator.
Case chronology is as follows:
• May 5, 2003 - "Please" letter mailed to property owner.
• June 10, 2003 - Inspection: no progress.
• June 23, 2003 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's
office. 15-day certified letter mailed and posted on the property.

• July 17, 2003 - Inspection: no progress.
July 21, 2003 - Certified letter returned "unclaimed" and was resent via first class
mail.
• August 21, 2003 - Inspection: no progress.

• September 25, 2003 - Inspection: no progress.
• September 29, 2003 - Building inspector returned to property and attempted to speak
to occupant, but was not successful due to language barrier.
• November 12, 2003 - Building inspector at site. Owner's granddaughter, Michelle,
acted as interpreter. Inspector explained list of defects. Michelle requested that any
subsequent inspections be scheduled after 2:30 p.m. when she is available to
interpret.
• November 18, 2003 - Building inspector returned to site, accompanied by Deputy
Lu, Los Angeles County Sheriffs Department, who was to act as a translator.
However, when they arrived an adult niece of the owner, Mary, was at the property.
She spoke English and confirmed that she understood the list of defects. Inspector
agreed to return November 25, the day of the Hearing, to check for compliance.
A Notice of Rehearing was mailed and posted on the property on November 13, 2003. All
interested parties have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions be removed and/or corrected by January 5, 2004. However, if sufficient progress is
achieved by January 5, 2004, the abatement date may be extended to February 2, 2004.
