The subject property consists of four tenant-occupied units. It appears only two of the dwelling units
are legal. The front building was originally permitted in 1948 as a store with living quarters. The
middle building was also permitted in 1948 as a garage. A permitted carport was attached to this
garage in 1950. In 1958, a permit was issued for a 279-square foot "apartment", although the
plumbing permit indicates a bathroom, but no kitchen. In 1964, permits and approvals were
obtained to convert the garage into a library with a bathroom and storage area. Assessor records
indicate the rear building was built as a single family dwelling in 1930, before the existence of
building permits. The property is zoned C-3. The case was initiated in May, 2002, and no
compliance has been achieved in over ten months.
Case chronology is as follows:
• July 17, 2002 - "Please" letter mailed to property owner.
• August 7, 2002 - Tenants in front building telephoned building inspector. They were
upset because the landlord had allegedly raised their rents as a result of receiving the
"Please" letter and list of defects. Building inspector referred them to the Fair
Housing Council.
• August 27, 2002 - Inspection: no progress.
• September 4, 2002 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's
office. 30-day certified letter mailed and posted.

October 3, 2002 - Building inspector met with property owner at site. Inspector
explained list of defects and record search procedure.
November 4, 2002 - Inspection: no progress. Tenants in front unit advised inspector
that no interior repairs had been attempted.
December 3, 2002 - Inspection: no progress. Tenants in all units claimed owner had
not attempted repairs.
December 4, 2002 - Inspector spoke to property owner, Patrick Lim, reminding him
to obtain permits and commence repairs. He agreed.
January 2, 2003 - Inspection: no progress.
February 3, 2003 - Inspection: no progress.
February 26, 2003 - Inspection: no progress. Tenants again confirmed that no
attempt had been made by property owner to do repairs.
To date, no permits have been obtained, and the property owner has not contacted staff.
A Notice of Hearing was mailed and posted on the property on March 11, 2003. All interested
parties have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard
conditions and building code violations be removed and/or corrected by April 1, 2003. However,
if the required permits are obtained, and sufficient progress is achieved by April 1, 2003, the
abatement date may be extended to May 1, 2003.

A recent inspection at the subject address found the property to be substandard as defined by Chapter 99 of the City
of Rosemead BuildinLy Code; due to the conditions enumerated in the attached list of defects.
Section 9908 of the Rosemead Buildine Code declares all such substandard buildings a public nuisance and requires
tyre abatement thereof by repair; rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation, or demolition of the substandard conditions listed; within thirty (30) days after receipt of this notice.
Be advised that if you are renting this pronem, to others the City may file a "Notice of Non-Compliance" with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: "No deduction.shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will`be posted on the property. If you disagree with the findings, or cannot comply with the order within
