The subject property consists of a duplex and a three-car garage. One unit is vacant and the other is
tenant-occupied. The property is zoned R-2. The case was initiated in September, 2002, and
compliance has not been achieved in over six months.
Case chronology is as follows:
• September 26, 2002 - Inspection revealed 8037 Arisen Street to be open and
accessible. Mailed and posted "Notice of Intent to Barricade."
• September 30, 2002 - Inspection: property boarded and secured.
• October 8, 2002 - Building inspector notified Southern California Edison Company
to disconnect service at 8037 Artson Street.
• October 15, 2002 - "Please" letter and "bulky item" trash notice mailed to property
owners.
• November 14, 2002 - Inspection: no progress.
• November 27, 2002 - Property declared substandard by Building Official and a
Declaration of Substandard Property filed with Los Angeles County Recorder's office.
30-day certified letter mailed and posted.
• December 5, 2002 - Owner obtained "Rehab" permit.

• January 2, 2003 - Inspection: no progress. Building inspector left telephone message
for property owner.
• January 16, 2003 - Inspection: roofing work in progress.
• February 10, 2003 - Inspection: roof sheathing approved.
• February 24, 2003 - Tenant at 8039 Artson Street telephoned building inspector. She
expressed concern that the roof had not been completed. She informed inspector that
her floor and furniture had been damaged due to lack of adequate weather protection
during the re-roofing process. Building inspector telephoned property owner
requesting immediate progress be made.
• March 13, 2003 - Tenant telephoned inspector again. She was concerned about
ceiling damage caused by the then-recent rains.
• March 17,2003-Inspection: no progress. Inspector left telephone message forowner.
• March 26, 2003 - Tenant telephoned building inspector regarding the lack of progress.
• March 27, 2003 - Inspection: no progress.
Although a permit for repairs was obtained, the only progress has been the completion of the re-roof
in mid-March. All other substandard conditions remain.
A Notice of Hearing was mailed and posted on the property on April 7, 2003. All interested parties
have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order all substandard conditions
and building code violations be removed and/or corrected by June 2, 2003. However, if sufficient
progress is achieved by June 2, 2003, the abatement date may be extended to July 1, 2003.

A recent inspection at the subject address found the property to be substandard as defined by Chapter 99 of the City
of Rosemead Building Code, due to the conditions enumerated in the attached list of defects.
Section 9905 of the Rosemead Building Code declares all such substandard buildings a public nuisance andrequires
the abatement thereof by repair, rehabilitation, or demolition of the substandard conditions.
As the owner of record, you are hereby ordered to comply with the requirements of said code, by repair,
rehabilitation, or demolition of the substandard conditions listed, within thirty (30) days after receipt of this notice.
Be advised that if you are renting this Dropettv to others the Citv may file a "Notice of Non-Compliance" with the
State Franchise Tax Board. Section 17274 of the Revenue and Taxation Code states: "No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If you disagree with the findings, or cannot comply with the order within
the.time specified, you may request a public hearing. Such request for hearing must made, in writing, within thirty
(30) days after posting of this notice on the subject property. The request for hearing shall be directed to the City
of Rosemead Building Official at 5838 East Valley Boulevard, Rosemead, California 91770.
For additional information or assistance; you may contact the inspector whose name and phone number appears on

NOTICE OF INTENT TO BARRICADE
8037 ARTSON STREET
ROSEMEAD, CALIFORNIA
Dear Property Owners:
An inspection of the above mentioned property on September 26, 2002 found it to be open and accessible
in violation of the Citv of Rosemead Municipal Code. Section 9908 of the Building Code declares all such
buildings a public nuisance and requires the abatement thereof. .
As the owner of record, you are hereby notified to comply with the requirements of the above code; to
securely barricade the building BY 7:00 A.M., SEPTEMBER 30, 2002. Minimum barricade requirements
include 1/2 " plywood installed over all openings to the structure to substantially prevent unlawful entry.
In the event that you fail to comply with the deadline stated above it is the City's intention to enter on the
property and securely barricade the structure(s) to prevent unlawful entry COMMENCING ON
SEPTEMBER 30, 2002, to eliminate the threat to public safety.
The cost of the FHA style barricade performed by City contract includes fees of approximately $75.00 per
security door, and between 535.00 to 550.00 per opening. The actual cost of the work plus processing fees
of $535.90, as specified in the Building Code, will be charged to the owner of the property.
Unpaid costs may become a special assessment against the property, this may require additional recording
and filing fees.
