MINUTES OF THE REGULAR MEETING
ROSEMEAD BUILDING REHABILITATION
APPEALS BOARD
APRIL 22, 2003
The regular meeting of the Rosemead Building Rehabilitation Appeals Board was called to order
by Chairman Vasquez at 7:08 p.m. in the Conference Room of City Hall, 8838 E. Valley
Boulevard, Rosemead, California.
The Pledge to the Flag and Invocation were waived as having been completed during the
meeting just adjourned.
ROLL CALL OF OFFICERS:
Present: Boardmembers Alarcon, Imperial,Taylor, Vice-Chairman Clark and
Chairman Vasquez
Absent: None
APPROVAL OF MINUTES: NONE
I. ADMINISTRATION OF OATH
The Board Secretary administered the oath to all persons wishing to address the Board.
H. HEARINGS
A. 3921 IVAR AVENUE
The subject property consists of an owner-occupied single-family residence, a garage
with attached workshop, and various storage buildings. The property is zoned R-1. On January
27, 2000, a "Stop Work" notice was issued by the building inspector for construction in progress
without the required approvals and permits. Planning Department denied approval of the
proposed laundry room and patio cover and requested the unpermitted work be demolished,
including the removal of the plumbing and electrical components. Planning Department also
requested that the porch enclosure attached to the rear storage building be removed. Compliance
was not achieved and case was eventually referred to the Building Department Property
Rehabilitation Section.
The City Building Official recommends that the Board find the property substandard and
order all substandard conditions and building code violations be removed and/or corrected by
June 2, 2003. However, if the required permits are obtained, and sufficient progress is achieved
by June 2, 2003, the abatement date may be extended to July 1, 2003.

Lune Lam, 3921 Ivar Avenue, Rosemead, property owner, stated that she just received
plans from her architect today.
James Guerra, Building Official, stated that the owners have indicated previously that
they would demolish the non-complying buildings as part of construction of the new single-
family dwelling. Mr. Guerra continued that they are recommending 60 days to demolish the
structures.
Ms. Lam stated that she had been working on the house and stopped when the City
ordered them to. Ms. Lam continued that she will not have storage or laundry area if she
removes the unpermitted small room.
MOTION BY BOARDMEMBER TAYLOR that this item be continued for 30 days to
allow Ms. Lam to work with staff to clear up any confusion.
Boardmember Clark requested that staff continue to work with Ms. Lam tonight.
Boardmember Imperial requested that staff meet with Ms. Lam and her brother at the
property site to explain and show them what needs to be done.
Ms. Lam indicated that there is no where else to put the washer and dryer at present..
Mr. Guerra explained that the laundry room needs to be removed.
James Donovan, Building Inspector, stated that the laundry room has non-complying
wiring and gas pipe installation. Mr. Dononvan continued that it is a danger for that situation to
exist any longer than absolutely necessary.
Boardmember Clark explained to Ms. Lam that it would be better and safer for her to go
to a laundromat rather then try to move the washer and dryer to a temporary location.
MOTION BY BOARDMEMBER TAYLOR, SECOND BY BOARDMEMBER
IMPERIAL that this hearing be continued to the May 27, 2003 meeting to allow staff to meet
with Ms. Lam and her husband and brother to clear up any confusion between them and staff.

The subject property consists of a duplex and a three-car garage. One unit is vacant and
the other is tenant-occupied. The property is zoned R-2. The case was initiated in September
2002, and compliance has not been achieved in over six months. The City Building Official
recommends that the Board find the property substandard and building code violations be
removed and/or corrected by June 2, 2003. However, if sufficient progress is achieved by June
2, 2003, the abatement date may be extended to July 1, 2003.
James Guerra, Building Official, stated that the property owners will accept their
recommendation even though they did not show up for tonight's meeting.
MOTION BY BOARDMEMBER TAYLOR, SECOND BY BOARDMEMBER
IMPERIAL that the Board find the property substandard and building code violations be
removed and/or corrected by June 2, 2003. However, if sufficient progress is achieved by June

It is the 6th at 6:00 (easy to remember) at the Northwoods on Rosemead
so
its close to work.
Heres the name of the painter: Antonio Tapia and his number at work
(he's
employed during the day as a painting foreman at Spectra Company in San
Dimas) is 800 575-1771 x436 and his cell is 909-228-6203. Just tell
him he
did Jan's house on Hillward in West Covina and that I told you to call.
He
works for Russell Johnston who was the contractor for my bathroom.
He'll
work cheaper for you since the contractor isn't involved. He's a sweet
guy
and very trustworthy.
Other than the four I mentioned at the reunion, I saw Gary Garafalo and
Sybll Ruff (they're married) or do I have that mixed up---who was Nancy
Yamada married to? Anyway, Sybll married X after Nancy died. Tema's
sisters were there but I don't know if you remember Shaindell or Ette.
Actually, I felt like a fly on the wall since hardly anyone recognized
me so
it was fun playing observer.
I envy you with Cory, I'd love to cuddle a baby again. They are so
adorable
right about now.
I'm glad you're thinking of retirement. Life's short---eat dessert
first!!!!!!!
