Rehab Appeals Board - Item 2A - 3242-3244 Alanreed AveTO: HONORABLE CHAIRMAN AND MEMBERS BUILDING REHABILITATION APPEALS BOARD FROM: BILL CROWE, CITY MANAGER DATE: SEPTEMBER 16, 2003 RE: 3242 - 3244 ALANREED AVENUE - HEARING The subject property consists of a tenant-occupied single family residence with an unpermitted second unit in the rear. The property is zoned R-2. The case was initiated in January, 2003, and compliance has not been achieved in over eight months. Case chronology is as follows: • January 9, 2003 - "Please" letter and "bulky item" trash notice mailed to property owner. • February 12, 2003 - Inspection: no progress. No access to interior of buildings. • March 4, 2003 - Property declared substandard by Building Official and a Declaration of Substandard Property filed with Los Angeles County Recorder's office. 30-day certified letter mailed to the property owner and posted at the property. April 2, 2003 - Certified letter returned "unclaimed" and was resent via first class mail. April 8, 2003 - Inspection: no progress. • May 8, 2003 - Inspection: no progress. Rear unit open, vacant and had been "graffitied." REHAB SEP 23 2003 ITEM No. P4 May 21, 2003 - Inspector attempted to locate the property owner through the mortgage company. It became evident that the property had recently sold. The inspector contacted the selling agent, Mr. John Khuu and obtained the new owner's name and address. An updated title report was ordered. • June 10, 2003 - 30-day certified letter and revised list of defects mailed to new owner. Copy also sent to Mr. Khuu. • June 11, 2003 - Updated title report received, confirming change of ownership. Copy of 30-day certified letter mailed to new lender. • July 14, 2003 - Inspection: no progress. • July 24, 2003 - Owner requested inspection, however he failed to keep appointment. • August 14, 2003 - Tenant of front unit, Valerie Caldevron, came to City Hall and requested copies of City's correspondence to the property owner and the list of defects. • August 29, 2003 - Inspection: No progress. Inspector noted that the previously vacant rear unit was now occupied. Electrical extension cords were running between the buildings. To date, no permits have been obtained and all substandard conditions remain. A Notice of Hearing was mailed and posted on the property on September 10, 2003. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions and building code violations be removed and/or corrected by November 3, 2003. However, if the required permits are obtained, and sufficient progress is achieved by November 3, 2003, the abatement date maybe extended to December 1, 2003.
