ROSEMEAD BUILDING REHABILITATION
APPEALS BOARD
SEPTEMBER 23, 2003
The regular meeting of the Rosemead Building Rehabilitation Appeals Board was called to order
by Chairman Vasquez at 7:00 p.m. in the Conference Room of City Hall, 8838 E. Valley
Boulevard, Rosemead, California.
The Pledge to the Flag was led by Boardmember Alarcon.
The Invocation was delivered by Boardmember Clark.
ROLL CALL OF OFFICERS:

APPROVAL OF MINUTES: JUNE 24, 2003 —REGULAR MEETING
MOTION BY BOARDMEMBER TAYLOR, SECOND BY BOARDMEMBER
IMPERIAL that the minutes of the regular meeting of June 24, 2003, be approved as submitted.

L ADMINISTRATION OF OATH
The Board Secretary administered the oath to all persons wishing to address the Board.
H. HEARINGS
A. 3243 ALANREED AVENUE
The subject property consists of a tenant - occupied single family residence with an
unpermitted second unit in the rear. The property is zoned R -2. The case was initiated in
January, 2003, and compliance has not been achieved in over eight months.

The City Building Official recommends that the Board find the property substandard and
order all substandard conditions and building code violations be removed and/or corrected by
November 3, 2003. However, if the required permits are obtained, and sufficient progress is
achieved by November 3, 2003, the abatement date may be extended to December 1, 2003.
Paul Chauderson, 7705 Hellman, Rosemead, property owner, addressed the Board. Mr.
Chauderson stated that he purchased the property in February of 2003, and that he bought it for
the land value only. Mr. Chauderson continued that he planned to demolish the property, but
discovered tenants were living there. After many efforts to evict the tenants, Mr. Chauderson
stated that he went to Court yesterday and obtained a court order for the tenants to move out by
October 1, 2003, and that he will provide the City with a copy of that Order. Mr. Chauderson
agreed that no tenants should be living on his property.
Boardmember Taylor explained to Mr. Chauderson that in order for the Board to approve
the recommendation, his tenants will have to be gone and permits obtained to demolish the
property by November 3, 2003.
Mr. Chauderson replied that he will be able to comply by that date.

B. 8015 NEWMARK
The subject property consists of a tenant - occupied single - family dwelling and a shed
which had been converted to a second unit. The property is zoned R -2. The case was initiated in
February 2003, and compliance has not been achieved in over seven months.
James Guerra, Building Official, reported that staff has been in contact with the property
owner, who lives in Morro Bay. Mr. Guerra stated that the owner has requested an additional 30
days be added on to the recommendation, and other than that request, the owner agrees with the
recommendations. Mr. Guerra stated that progress has been made and requested that the
recommendation be changed to include the additional 30 days.
