Recommendation: Approve Resolution No. 01-09, for payment of
Agency expenditures.
AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES
REDEVELOPMENT CONFERENCE - JULY 27-28, 2001,
MONTEREY
This year's topics include: Affordable Housing Strategies,
Redevelopment Policies and Policymaking, Understanding
Redevelopment, and Successful Downtown Revitalization.

Recommendation: Authorize the attendance of any Agencymember, the
Executive Director, and staff designee.
CONSIDERATION OF ARCI-HTECTURAL AGREEMENT
WITH DAVID A. PRICE AND ASSOCIATES TO PREPARE
CONCEPT PLANS FOR THE EXPANSION OF DI PILLAS
RESTAURANT
The Agency is proposing to hire an architect that specializes in
restaurants to develop concept plans for expanding the existing Di Pillas
Restaurant at 9013 Valley Boulevard. The cost will not exceed $3,500
plus reimbursable expenses.
Recommendation: Approve the contract with David A. Price and
Associates to prepare concept plans for Di Pillas Restaurant at a cost not
to exceed $3,500 plus reimbursable costs subject to the execution of a
standard form Agency contract.
EXCEPTION TO GUIDELINES FOR THE FIRST TIME
HOMEBUYER PROGRAM
Mr. Lee of 3367 Bartlett, is requesting exemption from the First Time
Homebuyers program by purchasing two dwelling units instead of one.
Recommendation: Approve Mr. Lee's request for an exception to the
guidelines for the First Time Homebuyer Program and allow Mr. & Mrs.
Lee to apply for program assistance to purchase the property located at
Q~ 3377 and 3367 Bartlett Avenue.
5. DEVELOPMENT PROPOSAL FOR A MC DONALD'S
RESTAURANT WITH INDOOR PLAYPLACE TO BE LOCATED AT
8548 EAST VALLEY BOULEVARD
This item was presented at the February 13 and the May 8, 2001
Rosemead Redevelopment Agency Meetings. The Agency continued this
item at the last meeting to allow the developers an opportunity to re-design
the project and address parking and traffic circulation concerns of the
Agency. The developer has prepared a traffic study for the proposed
project. However, at the time of the agenda printing, the City has not yet
received this study. Staff will need several days following receipt of the
study for review and comment.
Recommendation: That the Agency defer this item for a minimum of
thirty (30) days, to allow staff an opportunity to analyze the traffic study
for ingress/egress. It will also allow staff additional time to review the
financial performance of fast food restaurants located at the intersections
of two major arterial including Rosemead Boulevard/Garvey Avenue, San
Gabriel Boulevard/Garvey Avenue and Baldwin Avenue/Valley
Boulevard.
