Attached is a resolution determining that a state of emergency exists regarding the
continuous, reliable operation of traffic signals in and adjacent to Redevelopment Project
Areas No. 1 and No. 2. As you know, an electrical energy shortage exists in the State of
California, which has forced utility companies to engage in rolling blackouts throughout the
State when energy demand is high in order to maintain the integrity of the power grid to
prevent a potential and complete collapse of the grid system itself. The rolling blackouts
occur when a Stage 3 power emergency is called and can last between one and two hours.
Rotating outage groups have been established by the utility companies. These groups will
be blacked out on a rotating basis. There is the potential that more than one area in the
City will be blacked out at any one time, however the entire City will not be blacked out all
at once. In reviewing the City of Rosemead's rotating outage groups, up to 14 signals on
major arterials can be affected at any one time if two groups are out at the same time. If
this occurs, there will unavoidably be traffic gridlock, motorist confusion, and an increased
chance of automobile collisions as motorists try to maneuver their way through the City and
Redevelopment areas.
By declaring a State of Emergency, the Executive Director will be authorized to enter in to
a contract directly with a. supplier to install an uninterruptible power supply, or battery
backup system within each traffic signal controller that will enable the traffic signal to
operate with full operation and signal phasing, thereby allowing the City to maintain a fully
functional traffic signal system during the times that rolling blackouts are affecting the area.
This will prevent gridlock and keep traffic flowing, and reduce the risk of collisions and
subsequent injuries and property damage.

It is proposed that an uninterruptible power supply system manufactured by Clary (SP
1000SR) be installed at all traffic signals in and adjacent to the project area. This system
has been approved by Caltrans and offers the functionality that is required for a fully
automated backup system. Following are some key points of the Clary system:
1. Provides for continuous, full -phase operation for between 3 and 6 hours. This is
possible if the signal is fully equipped with LEDs.
2. Provides for red flash operation for up to 12 hours.
3. Fits into most existing controller cabinets.
4. Protects from power surges. All power is processed through the system at all times;
this will prevent a power surge from damaging the signal hardware and software
should a spike in voltage occur, which is possible when a circuit is restored to full
power, if a power pole is knocked down or if lightening strikes.
5. Battery life is 5 to 7 years.
The cost is estimated to be approximately $4,850 per intersection for a total cost of
$247,350. One intersection, at Temple City /Loftus, will require a traffic signal controller
cabinet replacement. All intersections within and adjacent to the project area, including
those shared by other jurisdictions, will be equipped. The proposed schedule for
installation of the uninterruptible power supply system is 10 units every two weeks
beginning in the third week of August. All signals would be completed by the second week
of October.
RECOMMENDATION
1. It is recommended that the Rosemead Redevelopment Agency adopt Resolution
2001 -14.
2. Appropriate the necessary funds from unappropriated reserves.

A RESOLUTION OF THE ROSEMEAD REDEVELOPMENT
AGENCY DETERMINING THAT A STATE OF EMERGENCY
EXISTS REGARDING THE CONTINUOUS, RELIABLE OPERATION
OF TRAFFIC SIGNALS IN AND ADJACENT TO PROJECT AREAS
NO. 1 AND NO. 2
Section 1. The Rosemead Redevelopment Agency finds, determines and
declares as follows:
A. The State of California is currently experiencing an electrical energy
shortage which has forced electric utilities to engage in rolling blackouts.
B. The rolling blackouts impact safety at intersections when traffic signals
do not operate as they are programmed. Serious accidents have
occurred in other cities where the traffic signals became non - operational
due to rolling blackouts.
C. Power interruptions as the result of other than rolling blackouts also
create unsafe situations when traffic signals are not operational.
D. Rosemead traffic signals, which have been retrofitted with LED (Light
Emitting Diode) displays, can be powered, in an emergency, by a battery
system installed at each intersection.
Section 2. The Rosemead Redevelopment Agency hereby determines that it is
immediately necessary, to allow for the safe, reliable and uninterrupted operation of
traffic signals„ to install battery power systems at all intersections that have the LED
displays. The Agency further finds that such installation must occur immediately,
without the delay of a competitive solicitation of bids, if the impacts of the anticipated
rolling blackouts are to be avoided.
Section 3. The Executive Director is hereby authorized to contract for the
necessary materials, supplies and installation thereof to provide for an uninterruptable
(battery) power system at intersections in and adjacent to Project Areas No. 1 and 2 at
a cost not to exceed $300,000.
Section 4. This determination of emergency shall apply only to this project and
shall terminate upon the installation of the battery power system.
Section 5. The Agency Secretary shall certify to the adoption of this Resolution.
