CC - Item 8F - Hellman Avenue Street Resurfacing Project - Contract AwardROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER/ DATE: SEPTEMBER 14, 2010. SUBJECT: HELLMAN AVENUE STREET RESURFACING PROJECT - CONTRACT AWARD SUMMARY As part of the City's Capital Improvement Program, the City Council approved a project to resurface Hellman Avenue, which consists of asphalt concrete overlay, sidewalk repairs, traffic striping, signage installation, curb ramps construction, traffic signal upgrades, and appurtenances. The limits of this project are from Jackson Avenue to Walnut Grove Avenue. Funding for this project is available through Traffic Congestion Relief funds. Staff Recommendation Staff recommends the following: Approve plans and specifications for this improvement project; 2. Authorize the City Manager to enter into a contract with Sully-Miller Contracting for the Hellman Avenue Street Resurfacing Project in the amount of $475,771.62. 3. Establish an amount of 10% of the contract amount ($45,577.16), as a contingency, to cover the potential cost of unforeseen site conditions. DISCUSSION According to the City of Rosemead Pavement Management Program report from 2009, various sections of Hellman Avenue have a Pavement Condition Index (PCI) that range from the mid-20s to the mid-50s. The Pavement Management Program identifies and evaluates pavement conditions and rates the pavement from 0 (worst) to 100 (best). According to this report, this portion of Hellman Avenue is listed as one of the worst in the City. The proposed project includes of asphalt concrete overlay, sidewalk repairs, traffic striping, signage installation, curb ramps construction, traffic signal upgrades, and appurtenances. The Engineer's Estimate for this project is $575,000. ITEM NO. _ 31F APPROVED FOR CITY COUNCIL AGENDA: City Council Meeting September 14, 2010. Page 2 of 3 It should be noted that the section of Hellman Avenue from Jackson Avenue to New Avenue is not included in the project at this time. After conducting a soils report on different sections of Hellman, it was determined that this section of roadway will require complete reconstruction. Due to the additional funding resources required to complete this work, staff is planning to complete this section of roadway in the spring of 2011 in conjunction with either the Residential Resurfacing Program, Garvey Avenue resurfacing project or the Walnut Grove Avenue resurfacing project. On July 13, 2010, the City Council authorized staff to advertise and solicit bids. A Notice Inviting Bids was published in local news publications and advertised to area contractors. At 11:00 AM on September 8, 2010, the City Clerk publicly opened and read six (6) sealed bids with the following results: RANK CONTRACTOR LOCATION BID AMOUNT 1 Sully-Miller Contracting Fontana, CA $475,771.62 2 All American Asphalt Corona, CA $492,998.00 3 Hardy & Harper Santa Ana, CA $499,000.00 4 Elite Bobcat Service, Inc. Long Beach, CA $544,362.42 Staff reviewed the bid documents for completeness and investigated the contractor's background and recent projects for competency. Staff has concluded that Sully-Miller Contracting is the lowest responsive bidder to perform the construction of this project. Sully-Miller Contracting has satisfactorily completed similar projects for the City of Rosemead. The low bid submittal by Sully-Miller Contracting was approximate 17% below the Engineer's Estimate of $575,000.00. Timeline Pending approval by the City Council, staff anticipates completion of this project according to the following schedule: September 14th - City Council Awards Contract October 1st to October 30th - Tentative Construction Schedule November Vt - Tentative Proiect Completion November 15th - Tentative Notice of Completion by City Engineer.
