CC - 2010-66 - Nominating Council Member Margaret Clark to Represent Cities without Prescriptive Water Pumping RightsRESOLUTION NO. 2010 -66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA NOMINATING COUNCIL MEMBER MARGARET CLARK TO REPRESENT CITIES WITHOUT PRESCRIPTIVE WATER PUMPING RIGHTS OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of seven members with three appointed members from each of the three municipal water districts, one elected city council person from cities in the San Gabriel Basin with prescriptive water pumping rights, one elected city council person from cities in the San Gabriel Basin without prescriptive water pumping rights, and two members representing water producers in the San Gabriel Basin; and WHEREAS, the City of Rosemead is one of the cities in the San Gabriel Basin without prescriptive water pumping rights; and WHEREAS, the City of Rosemead may nominate a representative by resolution from September 22, 2010 through October 22, 2010. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemead, California does hereby find, determine and resolve as follows: Section 1. The City Council of the City of Rosemead nominates Council Member Margaret Clark as the representative for cities in the San Gabriel Basin without prescriptive water pumping rights. BOX 399 ROSEMEAD, CALIFORNIA 91770 TELEPHONE (626) 569 -2100 FAX (626) 307 -9218 Re: Request for Nomination to the San Gabriel Basin Water Quality Authority Board Dear Mayor Taylor: As you know, I represent Rosemead and the other cities without pumping rights on the San Gabriel Basin Water Quality which was created in 1993 to oversee the cleanup of our groundwater basin. Every 4 years our 13 cities must hold an election for a board member and the runner up is the alternate. The vote is weighted by cities' population. The period when cities nominate by resolution at their council meeting closes on Oct. 22nd and then the cities vote again by resolution after Nov. 4th. I would really appreciate having your nomination and subsequent vote. We have made great progress in cleaning up the groundwater basin, which is all the more important since regulatory cutbacks on water from northern California have occurred. Our projects have already removed more than 38 tons of contaminants, but the work isn't over. If you have any questions, please let me know. Council Member Clark has been a Charter Member of the Board since it was established in 1992. Staff Recommendation Staff recommends that the City Council approve Resolution No. 2010 -66, voting Council Member Clark to another four year term on the San Gabriel Basin Water Quality Authority Board. ANALYSIS The Water Quality Authority was established by the State Legislature in 1992 for the purpose of developing, financing and implementing groundwater treatment programs. The seven member board consists of three members representing the overlying municipal water districts, one member representing cities with water pumping rights, one member representing cities without water pumping rights and two member representing water purveyors.
