SUMMARY
As part of the City's 2010-11 Capital Improvement Program budget, the City Council
approved a program titled Citywide Energy Efficiency Improvements, which consists of
several modernization projects of existing infrastructure and systems at City facilities.
This project includes the replacement of nearly 40 windows and frame components at
City Hall. The City's allocated funds of $509,800 were acquired through the American
Recovery and Reinvestment Act of 2009 (ARRA).
Staff Recommendation
It is recommended that the City Council authorize staff to advertise and solicit bids to
complete the improvement project.
DISCUSSION
Background
As part of the American Recovery and Reinvesting Act (ARRA), the City of Rosemead
received $509,800 from the Department of Energy (DOE) for the completion of several
facility and infrastructure modernization projects at City facilities. The purpose of this
grant program is to help public agencies implement projects that will reduce fossil fuel
emissions, reduce energy use, improve energy efficiency, and create jobs.
In June, staff received notification from the DOE that the City's projects were approved
and authorized to move forward with the bidding process. The projects approved by the
DOE include:
Development of an Energy Action Plan
Window Replacement at City facilities
• HVAC Upgrade at City Hall

• Interior lighting Improvements at City facilities
• Exterior lighting Improvements at City facilities
• HVAC Upgrade at Rosemead Community
Each project is entirely funded through grant funds and no City matching funds are
required. Additionally, each project will create energy and maintenance savings, thus
lowering ongoing operational costs (including energy usage, maintenance/operations
contracts) and improve energy efficiency.
The window replacement projects involve replacing nearly 40 windows and frames at
City Hall with tinted gray glass tempered over Low-E dual type glazing and dark bronze
anodized aluminum metal framing. Low-E glass helps provide energy savings year
around using thin, optically transparent layers to help regulate solar energy. This allows
visible sunlight to enter buildings while blocking ultraviolet solar energy that drives up
cooling costs. The estimated project cost is $83,800.
Timeline
If approved by the City Council, staff will work to complete this project according to the
following schedule:

October 7th and 14th - Advertisement
Advertisement of Project in Local Publications/Trade Journals.
October 20th - Bid Opening
Public Bid Opening for Project.
October 26th - City Council Awards Contract
November 1st to 30th - Tentative Construction Period
December 15th - Tentative Project Completion
January 1st, 2010 - Tentative Notice of Completion by City Engineer
FINANCIAL REVIEW
Funding for this project is included in the City's Fiscal Year 2010-11 Capital
Improvement Program Budget. The Engineer's Estimate for the project is $83,800 and
is entirely funded through Energy Efficiency Conservation Block Grant Funds.
