CC - Item 9G - Support of Business Friendly PrinciplesROSEMEAD CITY COUNCIL STAFF REPORT TO: MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: September 28, 2010 SUBJECT: SUPPORT OF BUSINESS FRIENDLY PRINCIPLES SUMMARY The City Council will consider adoption of a Resolution in support of "business friendly principles" as recommended by the Southern California Association of Governments (SCAG) as part of regional economic growth strategy. Staff Recommendation: That the City Council adopt Resolution No. 2010-70 in support of business friendly principles. BACKGROUND The SCAG Regional Council is planning a "Southern California Economic Road to Recovery" Summit on December 2, 2010. In attendance will be the Governor-elect, state legislators, business leaders and local government officials. The purpose of the Summit will be to share with the Governor-elect and state leaders information about potential actions that can be taken to remove impediments to economic growth for Southern California's communities. The goal of SCAG is to have all 190 cities within the region adopt such a resolution for presentation at the Summit to demonstrate to the Governor-elect and state legislators that Southern California cities are committed to working together to keep businesses within California and to find ways to reduce or remove economic impediments to growth. The proposed Resolution also lists some of the City of Rosemead's commitments and actions in support of business friendly principles. Attachment-Proposed Resolution in Support of Business Friendly Principles ITEM NO. q APPROVED FOR CITY COUNCIL AGENDA: RESOLUTION NO. 2010-70 A RESOLUTION BY THE CITY OF ROSEMEAD IN SUPPORT OF "BUSINESS FRIENDLY PRINCIPLES" AS PART OF SCAG'S DEVELOPMENT OF A SOUTHERN CALIFORNIA ECONOMIC GROWTH STRATEGY WHEREAS, the City of Rosemead is a business friendly municipality and has numerous practices in place to encourage economic growth within its community; and WHEREAS, the City of Rosemead is a member of the Southern California Association of Governments (SCAG) which is engaged in the development of a Southern California Economic Growth Strategy; and WHEREAS, the City of Rosemead supports working with SCAG and other key economic stakeholders to improve the Southern California economy; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemead does hereby declare as follows: Section 1. That the City of Rosemead supports the following "Business Friendly Principles" as part of SCAG's development of a Southern California Economic Growth Strategy. Principle One - Economic Development as a Priority The City of Rosemead has adopted a Strategic Plan that identifies economic development as a priority. (Commitments include a strategic Vision 2020 that calls for a well balanced mix of local, regional and national businesses, restaurants and hotels.) v Principle Two - Business Partnership The City of Rosemead strives to provide high quality municipal services, without imposing special business taxes or utility user taxes, to attract and retain businesses and employees. (Commitments include the administration of an active community redevelopment agency that funds and administers business friendly programs and projects such as a commercial building facade improvement program and a beautification awards program.) Principle Three - Business Responsive Processes The City of Rosemead strives to communicate effectively with businesses including processes to increase its responsiveness to businesses that are seeking or doing business within its jurisdiction. (Commitments include an active "business caravan" outreach program, responding to business inquiries in a timely manner, offering an expedited permitting process for new businesses and partnering with the Rosemead Chamber of Commerce and the San Gabriel Valley Economic Partnership.) Principle Four - Attractiveness to Business Investment The City of Rosemead strives to streamline operations for efficient and responsive business assistance in areas of licensing, permitting, inspections and other municipal services and seeks to improve its attractiveness to new and existing businesses within it jurisdiction. (Commitments include striving to maintain low taxes and fees and establishing good communications with its business base through the City's newsletter and website as well as through its partnership with the Chamber of Commerce.) Section 2. That the City of Rosemead authorizes its staff to submit a copy of this resolution to SCAG in time for SCAG's Regional Economic Summit currently scheduled for December 2, 2010. Section 3. That the City Clerk shall certify to the adoption of this Resolution and shall forward a copy of this Resolution to the Southern California Association of Governments (SCAG).
